The overall project portfolio remains at 157 projects, including many multi-year initiatives; of these, 141 are planned for completion in 2026, with 38 complete or substantially complete, 72 in progress, and 25 in initiation/planning. Implementation of ProjectTeam has improved consistency, reporting, and cross-divisional coordination, while also highlighting the need for continued staff training, clearer project definitions, and stronger intake controls for adding work mid-year. The City is using lessons from 2026 to build a more realistic and resource-aligned 2027 work plan, with a stronger focus on capacity, prioritization, and balancing project delivery with core service obligations. Projects and core services within the annual work plan support all seven priorities within the Vision 2050 Strategic Plan. By clearly identifying an organizational work plan and providing updates to Council and the community, we continue to build trust and shared understanding. Previous Report/Authority: CM-24-035 4a3 - Strengthen Annual Work Plans and Develop An Annual Operational Plan CM-26-003 / CM-26-004 / CM-26-005 / CM-26-006 - Committee Orientations and 2026 Annual Organizational Work Plan Background: The 2023 Service Review identified the need to strengthen the annual workplan process to develop an organizational work plan aligned with the Strategic Plan. In 2026, as part of the continued transformation toward an organizational approach to business planning, an organizational work plan was developed that captured core service profiles delivered by each division and included a comprehensive list of all projects, providing a holistic view of the organization's work. When the annual organizational work plan, which captures both capital projects (those funded from the capital program) and operating projects (those have no funding assigned to them) was compiled and finalized in January 2026, there were 157 projects that were either continuing from 2025 or beginning in 2026. Many projects (approximately 72) are multi-year projects. These projects either began in previous years and will be completed in 2026 or will begin in 2026 and be completed in a future year. It’s important to note that although this report focuses on the status of projects being undertaken in 2026, the vast majority of staff resources are required to provide core services to the community. With few exceptions, projects are led by staff who are primarily responsible for providing core service. Although projects are assigned to a single division as the lead for the initiative, staff from other divisions within the department and other Staff Report CM-26-020: 2026 Organizational Work Plan Mid-Year Update Page 2 of 6 Page 10 of 20 departments within the organization are a critical part of the network of resources required to achieve the expected outcomes. The resourcing demands for these projects are substantial; all projects rely on involvement and collaboration with at least one other division, and some require participation from staff across all divisions. Analysis and Options: The intent of the organizational work plan was to strike a balance between “wanting to do it all” and the human resources and financial capacity to deliver. The goal was to realistically represent what can be achieved in 2026 and to deliver projects that advance the 2050 Vision strategic priorities and continuously improve the provision of core services. The timing aligned with the implementation of ProjectTeam, the City’s project management system, enabling data to be captured in one location to help us communicate and collaborate as staff manage projects. What’s changed: The annual work plan is not static. It continues to change as additional changes) or as projects are removed/bundled together to be completed more effectively. For the most part, the removed projects were originally identified as projects but have been identified now as part of ongoing operational programs. Examples of this include the stormwater separation program and water servicing for the new high school. Overall, with the additions and deletions, the number of projects remains at 157. What We Have Learned: We continue to learn as we go. Since developing the organizational work plan, staff have continued to refine what constitutes a project and what should be captured in core service. Staff have developed a decision tree to determine whether an initiative is a distinct project, as well as a process to confirm available resources before adding an initiative to the organizational work plan mid way through the year. Staff are continuing to experiment and learn how to best use ProjectTeam to manage projects. While the system has provided many benefits, including increased ease of reporting and consistency in the information, it has also Staff Report CM-26-020: 2026 Organizational Work Plan Mid-Year Update Page 3 of 6 Page 11 of 20 created a challenge as it has increased time required by staff in learning the new system and applying the functionality to the different types of projects. This has been particularly challenging for projects which were already in process when the system launched. Staff have developed work instructions and are hosting ongoing virtual help sessions throughout the go-live phase (ending July 2026) to address this. Current Status: Of the 157 projects, 141 projects are currently planned to be completed within 2026. To date, 38 projects are complete or substantially complete, 72 projects are in progress with 25 more projects in the initiation/planning phase and 22 projects have not been started. Looking Ahead: Throughout the Fall of 2026, the Strategic Leadership Team and impacted staff will use an iterative process to finalize an organizational work plan for 2027. This includes ruthlessly assessing every planned project to ensure that the resources required to complete are available for the initiative in order to present a realistic 2027 organizational work plan to standing committees and Council. Staff will also be continuing to refine how we use ProjectTeam including creating checklists to increase standardization in tasks related to projects that are substantially complete and complete. Resource Alignment: Financial Resources The annual organizational work plan (as a document) is developed in-house by communications staff. ProjectTeam is utilized as the source for information (user licenses are included in the operating budget). As presented, the organizational work plan is consistent with each division's capital and operating budget. Human Resources The annual organizational work plan is intended to be achievable and realistic, based on current staffing levels. Staff are using this year to continue learning what is truly achievable in terms of project load without Staff Report CM-26-020: 2026 Organizational Work Plan Mid-Year Update Page 4 of 6 Page 12 of 20 impacting core service. As additional projects are identified, the project sponsors work with project leads and team members to determine whether each project can be completed without affecting other planned work and core services. The Strategic Leadership Team recognizes that staff resources are stretched and are working collaboratively with staff to identify resource requirements for projects and core service to continue to refine and focus the efforts of staff in the year ahead as we begin to develop the work plan for 2027. Time and Scheduling The projects within the organizational work plan are intended to be completed or started within the calendar year. During the development of the 2026 organizational work plan, it became clear that staff are ambitious in wanting to achieve as much as possible for the community. This has led to staff resources being stretched beyond capacity. As part of the capital project review in the Spring of 2026, timing of capital projects were reviewed with a focus on smoothing the planned projects over the five-year plan. Technology and Infrastructure In December 2025, the City launched the go-live phase of ProjectTeam, the City’s project management system. In the spring of 2026, staff utilized ProjectTeam to create capital detail sheets for the 2027-2031 capital plan. This summer and fall, staff will utilize ProjectTeam to identify operational projects which are planned for future years in order to begin to create a fiveyear project plan (capturing both capital and operating projects). Climate and Environmental Impacts: The recommendation supports both the City's Corporate Climate Change Adaptation Plan and the City's Climate Mitigation Plan. Projects contained within the organizational work plan support both the City's Corporate Climate Change Adaptation Plan and the City's Climate Mitigation Plan. In response to a question from Committee, Ms. Allan noted that vehicle use is charged out to different accounts, and that while the amount saved is insignificant for insurance premium purposes, the amount saved for vehicle use and mileage reimbursements could be tracked.
