Proposed petition wording
We, the undersigned citizens and residents of Canada, call upon the Government of Canada to amend the Controlled Drugs and Substances Act and the Police Enforcement Regulations to require written, time-limited authorization for every police-directed person participating in controlled-substance trafficking; establish a cumulative six-month limit across connected investigations; require independent judicial authorization for exceptional extensions and repeated deployment in the same community; and require annual aggregate reporting on authorizations, renewals, duration, substances, quantities, incidents and outcomes.
What the proposal would change
The proposed reforms would establish:
- written, person-specific authorizations;
- identified substances, permitted conduct, locations and expiry dates;
- a cumulative six-month limit across connected investigations;
- independent judicial authorization for exceptional extensions or repeated deployment in the same community; and
- annual aggregate reporting on authorizations, renewals, duration, substances, quantities, incidents and outcomes.
How the process works
- Five Canadian citizens or residents confirm their support through the House of Commons system.
- An MP is invited to authorize online publication.
- The Clerk of Petitions reviews and publishes the petition if it meets the House requirements.
- The petition remains open for 30, 60, 90 or 120 days.
- At least 500 valid signatures are required for certification and presentation.
- The Government of Canada responds within 45 calendar days after presentation.
Initial supporters receive an official confirmation email from the House of Commons petition system. The campaign records private expressions of interest so the initial-supporter process can be coordinated clearly.
Is my information private from OSPS?
Yes. This signup is operated by the campaign, not by the Owen Sound Police Service.
The campaign will keep your name, email address, city or town, comments and participation choice private from OSPS, the Police Services Board, the City of Owen Sound, the media and the public. The campaign will not share this information with those parties.
If you volunteer as one of the five initial supporters, your required information will also be entered into the official House of Commons petition system for petition administration and verification. The House keeps supporters’ names and personal information off the public petition page. House personnel may access that information for verification and petition administration.
The public campaign page will display only the aggregate number of confirmed initial supporters.

Initial supporters will receive an official confirmation request through the House of Commons petition system. Supporters’ names and personal information are not published on the public House petition page.
