00:09:50 Speaker 08: and zoning bylaw and preparing urban
00:09:52 Speaker 08: design guidelines. And the the background
00:09:54 Speaker 08: reports and draft documents are available
00:09:57 Speaker 08: on the city's Our City webpage,
00:10:00 Speaker 08: which is linked in the presentation.
00:10:02 Speaker 08: And if anybody's had any problems

00:10:18 Speaker 08: of the official plan amendment we
00:10:21 Speaker 08: were doing is to implement the
00:10:24 Speaker 08: recommendations resulting from the official
00:10:26 Speaker 08: plan review program, which we undertook
00:10:28 Speaker 08: in 2025. The amendment incorporates applicable
00:10:31 Speaker 08: policy from recent updates to the
00:10:33 Speaker 08: Planning Act. the provincial planning statement,
00:10:37 Speaker 08: and the County of Grey official
00:10:38 Speaker 08: plan. There have been significant provincial
00:10:40 Speaker 08: policy changes that have developed over
00:10:42 Speaker 08: the last couple of years, and
00:10:45 Speaker 08: so we're taking the opportunity to
00:10:46 Speaker 08: incorporate those into our official plan.
00:10:49 Speaker 08: The effect of the official plan
00:10:51 Speaker 08: amendment is to restructure sections within
00:10:55 Speaker 08: the official plan, revise and update
00:10:58 Speaker 08: policies associated with land uses, parkland,
00:11:03 Speaker 08: employment areas, affordable housing, and various.
00:11:05 Speaker 08: housekeeping matters within the official plan.
00:11:07 Speaker 08: The zoning bylaw update. The purpose
00:11:10 Speaker 08: of the zoning bylaw amendment is
00:11:12 Speaker 08: to implement the recommendations again from
00:11:14 Speaker 08: the 2025 policy review, including amendments
00:11:16 Speaker 08: to the City of Oceanside official
00:11:18 Speaker 08: plan through the official plan amendment
00:11:20 Speaker 08: number 14, as I just described
00:11:22 Speaker 08: in the previous slide. The effect
00:11:24 Speaker 08: of the application is to
00:11:26 Speaker 08: revise and update various sections of
00:11:29 Speaker 08: the zoning bylaw, including definitions, general
00:11:31 Speaker 08: provisions, use and development standards for
00:11:37 Speaker 08: various zones, and the general format,
00:11:38 Speaker 08: zone structure, and schedules. The urban
00:11:41 Speaker 08: design guidelines, which is what we're
00:11:43 Speaker 08: here to discuss today, the urban
00:11:45 Speaker 08: design policies, as laid out in
00:11:46 Speaker 08: Section Eight of the city's official
00:11:49 Speaker 08: plan, set out a broad vision
00:11:53 Speaker 08: for the built environment and provide
00:11:56 Speaker 08: criteria for evaluating development proposals.
00:11:59 Speaker 08: The proposed urban design guide. Urban
00:12:01 Speaker 08: design guidelines implement those policies by
00:12:03 Speaker 08: providing more detailed and council-approved guidance
00:12:07 Speaker 08: to shape future development. The directions
00:12:09 Speaker 08: are intended to assist city staff,
00:12:12 Speaker 08: property owners, businesses, developers, and the
00:12:18 Speaker 08: public in achieving a high-quality
00:12:21 Speaker 08: built environment that reflects the city's
00:12:23 Speaker 08: long-term vision. So, the city's urban
00:12:25 Speaker 08: design guidelines establishes urban design standards
00:12:28 Speaker 08: for the development. and redevelopment of
00:12:31 Speaker 08: areas or properties within the
00:12:34 Speaker 08: city. This will be particularly important
00:12:36 Speaker 08: in redevelopment and intensification of existing
00:12:39 Speaker 08: neighbors neighborhoods. The urban design guidelines
00:12:41 Speaker 08: will apply citywide through the following
00:12:45 Speaker 08: key focus areas: so, general guidelines
00:12:46 Speaker 08: for land uses, including residential, commercial,
00:12:51 Speaker 08: industrial, and gateways, and notes of
00:12:53 Speaker 08: which the city has a number.
00:12:55 Speaker 08: Infill development and public spaces. The
00:12:58 Speaker 08: urban design guidelines are intended to
00:13:00 Speaker 08: serve as an additional resource for
00:13:03 Speaker 08: city staff to assess development applications,

00:13:08 Speaker 08: applicants engage in meaningful discussion about

00:16:56 Speaker 08: do with each developer, and we
00:16:58 Speaker 08: work with the developers to implement
00:17:00 Speaker 08: the guidelines through the site plan
00:17:04 Speaker 08: approval process. Sorry. In regards to

00:17:11 Speaker 08: will take the MHPC has been
00:17:13 Speaker 08: hired by the city to complete

00:17:20 Speaker 08: provide. a recommendation report, which is
00:17:22 Speaker 08: anticipated in March 2026, followed by
00:17:30 Speaker 08: the amending bylaws in April of

00:23:19 Speaker 10: are endeavoring to redevelop our Hanover
00:23:21 Speaker 10: Early On that is located in
00:23:23 Speaker 10: Hanover. It is not a childcare
00:23:25 Speaker 10: center; it is a family resource
00:23:27 Speaker 10: center. It provides programs for families
00:23:30 Speaker 10: and children from children from birth
00:23:31 Speaker 10: to six years of age. Parents
00:23:35 Speaker 10: and caregivers come to the center
00:23:37 Speaker 10: and they learn play. They meet
00:23:40 Speaker 10: with people and they can get
00:23:44 Speaker 10: advice from our early childhood professionals.
00:23:46 Speaker 10: It offers various programs on a
00:23:46 Speaker 10: from Monday to Friday and every
00:23:48 Speaker 10: other Saturday. It's drop-in programs. Some
00:23:51 Speaker 10: do may have a sign-up ahead
00:23:55 Speaker 10: of time depending on what it
00:23:58 Speaker 10: is. but the majority of the
00:24:00 Speaker 10: programs are sign in. It's a
00:24:02 Speaker 10: very interactive programs, and parents, and
00:24:04 Speaker 10: it promotes responsive adult child relationships.
00:24:06 Speaker 10: So the existing center that we
00:24:08 Speaker 10: have right now is located at
00:24:12 Speaker 10: five one five ninth Street in
00:24:14 Speaker 10: Hanover. It's a very well attended
00:24:17 Speaker 10: early on. One of our probably
00:24:20 Speaker 10: the best well attended in in
00:24:22 Speaker 10: in the county. In twenty twenty
00:24:24 Speaker 10: three, we had twenty five hundred.
00:24:26 Speaker 10: twenty five hundred visits that were
00:24:29 Speaker 10: made, and the only problem with
00:24:32 Speaker 10: it is it's lacking its aging
00:24:36 Speaker 10: infrastructure. It does have limited parking.
00:24:39 Speaker 10: It has a lack of accessibility,
00:24:42 Speaker 10: and it's not meeting our operating
00:24:45 Speaker 10: needs right now. So we have
00:24:48 Speaker 10: proposed to buy some land, which
00:24:52 Speaker 10: we have done, and build a
00:24:54 Speaker 10: more accessible and modern early on.
00:24:55 Speaker 10: so we did hire JPM Architectural
00:24:58 Speaker 10: Inc. They're out of Kingardon, and
00:25:01 Speaker 10: we've been working with them since
00:25:04 Speaker 10: August to come up with a
00:25:06 Speaker 10: design for a new early on
00:25:08 Speaker 10: building. It does have a number
00:25:11 Speaker 10: of accessible features. The building is
00:25:14 Speaker 10: all one level. It has accessible
00:25:17 Speaker 10: parking. There is no step to
00:25:21 Speaker 10: exit into the play area from
00:25:23 Speaker 10: the building. It has accessible. It
00:25:25 Speaker 10: has accept accessible entrance, large entry
00:25:28 Speaker 10: with storage for strollers, seats, and
00:25:30 Speaker 10: coats, wide hallways, large open play
00:25:31 Speaker 10: activity rooms, barrier-free washroom. One washroom
00:25:32 Speaker 10: does have a change table, and
00:25:35 Speaker 10: it does have adjustable lighting. And
00:25:37 Speaker 10: I will just give you an
00:25:39 Speaker 10: example of what it looks like.
00:25:41 Speaker 10: So, if you're looking at the
00:25:43 Speaker 10: right-hand side, if you're heading in
00:25:44 Speaker 10: the vestibule area, you'll note on
00:25:50 Speaker 10: the left side there is a
00:25:52 Speaker 10: very large area there for. storage.
00:25:54 Speaker 10: That's not just storage. That's storage
00:25:58 Speaker 10: of people coming in. So for
00:26:00 Speaker 10: their coats, any backpacks, any strollers,
00:26:02 Speaker 10: anything like that could be stored
00:26:04 Speaker 10: there. As I said before, the
00:26:07 Speaker 10: corridors are wide, and the play
00:26:11 Speaker 10: area has no obstacles or anything
00:26:13 Speaker 10: in that. Any of the storage
00:26:15 Speaker 10: and whatnot are are attached to
00:26:17 Speaker 10: the wall and on the side.
00:26:20 Speaker 10: We do have a barrier-free washroom,
00:26:21 Speaker 10: which is available open for everyone,
00:26:23 Speaker 10: and then we also have a
00:26:25 Speaker 10: washroom just off side play activity
00:26:28 Speaker 10: activity room number one that has
00:26:31 Speaker 10: a change table in it. You'll
00:26:33 Speaker 10: note at the top of the
00:26:35 Speaker 10: screen there is a covered yard,
00:26:38 Speaker 10: and there is an accessible entry
00:26:40 Speaker 10: in and out to the covered
00:26:43 Speaker 10: yard. And then I can also
00:26:46 Speaker 10: show you a little bit of
00:26:49 Speaker 10: the design on the outside of
00:26:52 Speaker 10: the building. we are looking at
00:26:55 Speaker 10: accessible parking up front. There are
