8.a Verbal Report from the Owen Sound Police Service Re: Police Update
Constable James Giles reported on police presence downtown during July and August, detailing specific hours of foot and bike patrols while noting the report spans multiple years including 2024.
00:01:29 Speaker 01: 8A verbal report from Constable James Giles.
00:01:32 Speaker 01: If you don't mind, sir.
00:01:37 Speaker 01: Hi, everybody.
00:01:39 Speaker 01: So I'm just here to report the presence downtown in July and August.
00:01:44 Speaker 02: So in July, we had 87 hours of foot patrol and 29 hours of bike patrol downtown.
00:01:52 Speaker 02: In August, we had 98 hours of foot patrol and thirty-two hours of bike patrol that focused on the downtown.
00:02:35 Speaker 02: Thank you, Mr. Chair.
00:02:36 Speaker 02: So this report is a bit confusing because it's kind of the culmination of not just one year, not just two years, but there's actually a little bit of 2024 in here as well.
8.b Report CR-26-083 from the Director of Corporate Services Re: 2025 Year End and 2026 Financial Update
The report confirms a 2025 surplus of $8,875 combined with a 2024 balance to total $23,721 for transfer to the board's general account or reserve for the River District. Favorable variances from lower expenses and parking pass savings offset higher wages and revenue shortfalls from charity rebates. The Council approved allocating up to $6,500 from reserves to install a custom metal logo at 9th Avenue East and 10th Street East. This branding initiative beautifies the raised planting bed near the Travel Lodge to support the River District Action Plan.
00:02:45 Speaker 03: So we have just, only just finished our 2025 year end, and this is to report that there was a surplus of around $8,875 at the end of 2025.
00:03:00 Speaker 03: In addition to that, the 2024 surplus we still have sitting in a sort of due account.
00:03:05 Speaker 03: So, the recommendation of this report is to combine those two and make the $23,700 transfer to the board, which then you would deposit into your general bank account.
00:03:18 Speaker 03: Alternatively, we continue to hold it in a special sort of reserve for the DIA, so ultimately or the River District, excuse me.
00:03:25 Speaker 03: So ultimately, I think you invest those funds, but it is held in trust for the River District.
00:03:32 Speaker 03: So that sort of finalizes the 2025 year end.
00:03:37 Speaker 03: The surplus is driven by approximately $6,000 in lower board expenses, including unused member education budgets and the celebration costs, which came in below budget.
00:03:49 Speaker 03: So as we're looking now at developing our 2027 budgets, those might be lines that you want to adjust if those continued expenditure trends are expected.
00:04:02 Speaker 03: Approximately $2,000 related to the Citizens on Patrol donation was no longer required as that programmememe ceased.
00:04:08 Speaker 03: So you retained those additional funds, and the parking permit passes were about $6,500 over budget.
00:04:16 Speaker 03: So in the good, those favourable variances were partially offset by wages that slightly exceeded budget,
00:04:23 Speaker 03: and total revenue was approximately $2,000 below budget due to higher than anticipated charity rebates and commercial tax write-offs that affected the assessment that or affected the assessment that the River District collects its levy on.
00:04:38 Speaker 03: So, as noted, combined with the amount from 2024, the total transfer would be $23,721.
00:04:47 Speaker 03: And then I've just added a note saying, as of right now for the 2026 year end, I don't anticipate much variance from budget.
00:04:56 Speaker 03: There may be a nominal surplus, but final results will be confirmed following the completion of the year.
00:05:02 Speaker 03: And things like your fall events will certainly have an impact on whether or not those come in on budget or over budget.
00:05:09 Speaker 03: But with that, I'm happy to take any questions.
00:05:13 Speaker 03: Do we have any questions?
00:05:15 Speaker 03: For Kate?
00:05:18 Speaker 03: No, Tim.
00:05:19 Speaker 03: You're okay.
00:05:21 Speaker 03: He's all good on my end.
00:05:23 Speaker 03: Okay.
00:05:24 Speaker 03: Seeing none.
00:05:27 Speaker 03: Motion to accept or receive for information or recommendation that's on the screen there in the report.
00:05:39 Speaker 01: Sorry, recommendation to receive or approve the report.
00:05:43 Speaker 01: So, all move.
00:05:46 Speaker 01: The recommendation is written in the report.
00:05:51 Speaker 01: All in favour.
00:05:54 Speaker 01: Carried.
00:05:55 Speaker 01: Thanks, Richard.
00:05:55 Speaker 01: Okay.
00:05:58 Speaker 01: And so we're up to HC report CS 26-08-2 River District Coordinator regarding the logo proposal.
00:06:11 Speaker 01: Vivica, I think that's your stage.
00:06:19 Speaker 04: Thank you, and through you, Mr. Chair.
00:06:21 Speaker 04: The purpose of this report is to seek approval from the River District Board of Management to allocate up to $6,500 from board reserves for a permanent River District logo installation in the raised planting bed
00:06:32 Speaker 04: at Ninth Avenue East and Tenth Street East.
00:06:35 Speaker 04: For those who work with landmarks like I do, that's in front of the Travel Lodge at the top of Tenth.
00:06:40 Speaker 04: This is an opportunity to take an existing public space and use it to strengthen the River District brand, while also helping to beautify one of the main routes into the River District.
00:06:51 Speaker 04: As an example, the westbound only traffic count at that intersection was approximately 1,920 cars per day.
00:06:58 Speaker 04: That works out to roughly 700 or 800 vehicles per year, and this does not account for eastbound or vehicles going north at Ninth Street, Ninth Avenue, because the planting bed is raised at the rear,
00:07:16 Speaker 04: it's a good.
00:07:17 Speaker 04: It has good visibility from the street, so there's an opportunity to put the River District brand in a location that is seen by both motorists and pedestrians,
00:07:25 Speaker 04: and the potential for those in the sky as well.
00:07:28 Speaker 04: The proposal is for a custom metal River District logo with a patina finish and clear coat.
00:07:34 Speaker 04: The logo would be installed over the landscape fabric with white river rock within the logo channel, and lighter mulch around the River District area to create contrast.
00:07:45 Speaker 04: The words River District would also be incorporated with an arrow pointing west, helping to direct people towards the River District.
00:07:51 Speaker 04: The intention is for this to be a year-round installation, with the potential to add lighting or other seasonal elements in the future.
00:07:58 Speaker 04: This initiative would directly support the River District Action Plan, specifically by supporting a bold identity by beautifying arterial public spaces and encouraging transient tourist traffic to stop in the River District.
00:08:10 Speaker 04: The $6,500 allocation would cover the design, fabrication, and installation of the logo, as well as the river rock and mulch.
00:08:18 Speaker 04: Staff will also work with Parks Division to remove the existing edge shrubs and prepare them, and maintain the site.
00:08:24 Speaker 04: Overall, this is a relatively small investment in a highly visible location that provides an opportunity for year-round River District branding while improving an existing public space.
8.c Report CS-26-082 from the River District Coordinator Re: River District Planting Bed Logo Proposal - 9th Avenue East and 10th Street East
Council postponed approval of a $6,500 logo proposal for planting beds on 9th Avenue East and 10th Street East due to concerns about visibility and contrast. Members requested a revised design with better colour differentiation before reconsideration at the next meeting.
00:08:33 Speaker 04: The recommendation is that in consideration of staff report CS 26-08-2 respecting the River District planting bed logo proposal,
00:08:39 Speaker 04: the River District Board of Management approves an allocation of up to $6,500 from the board reserves for this project.
00:08:50 Speaker 05: Any questions for Vivica regarding the report?
00:08:56 Speaker 05: Yes, Jennifer.
00:09:01 Speaker 06: Looking at it, to be perfectly honest, I'm not in love with it.
00:09:06 Speaker 06: I don't.
00:09:07 Speaker 06: I don't know that it adds too much, and I'm not sure.
00:09:11 Speaker 06: I've spoken with a few of the businesses on my block who don't see it as a super valuable investment of $6,500.
00:09:22 Speaker 06: Sorry, Richard.
00:09:29 Speaker 07: So there always was a garden bed there in the earliest years of the hotel, and I'm not sure what's been there in the meantime or how this proposal came up.
00:09:39 Speaker 07: I'm going to get on one of my favourite hobby horses now because I think that the more important promotion we could do for the River District would be outside of the bypass coming into Owen
00:09:49 Speaker 07: Sound,
00:09:49 Speaker 07: because what we really need to do is get the people into Owen Sound in the first place instead of taking that bypass.
00:09:57 Speaker 07: That said, I mean I think this is a nice-looking sign.
00:10:00 Speaker 07: I wondered why the inside of the inner R wouldn't be river rock as well.
00:10:07 Speaker 07: That to me sort of stuck out that it was going to be mulch.
00:10:10 Speaker 07: I just, I guess my question would be about the visibility of the design.
00:10:17 Speaker 07: I'm not sure.
00:10:18 Speaker 07: You know, I guess if you're sitting at the light, it's not a problem.
00:10:21 Speaker 07: But if you're driving through the light or making the left, you want to be able to see it.
00:10:26 Speaker 07: You want it to really pop so you could see it.
00:10:28 Speaker 07: And I guess that'd be my only comment about it because you know I am getting to the age where it is a little harder to take those things in quickly.
00:10:38 Speaker 07: So someone will kill me for saying that, but anyway, those are just my comments about it.
00:10:44 Speaker 07: I'm not opposed to it.
00:10:46 Speaker 07: It seems like a lot of money, and I'm just not entirely sure that we couldn't be looking to spend it in a better way that would bring more people.
00:10:57 Speaker 07: into unsound.
00:11:00 Speaker 07: Any other comments?
00:11:02 Speaker 07: Yes.
00:11:06 Speaker 08: Yeah, I agree.
00:11:10 Speaker 08: Just based on the fact that there isn't a lot of colour contrast, I love the idea of a sign.
00:11:17 Speaker 08: I think it's always great to bring attention to the River District, and you're absolutely right, Vivica.
00:11:24 Speaker 08: I think it points us in the right direction.
00:11:26 Speaker 08: I think Richards made a great point.
00:11:29 Speaker 08: Potentially bringing River Rock into the centre of it would allow for the R and the D to stand out a little bit more, and a little more colour honestly couldn't hurt either.
00:11:40 Speaker 08: I mean, it's a garden bed.
00:11:41 Speaker 08: It would be beautiful to add some colour into it, and I know you had mentioned there is an opportunity for more seasonal decorative aspects of it.
00:11:49 Speaker 08: But based on just this design alone, I think it could be helpful to bring a little bit more colour and contrast,
00:11:59 Speaker 08: and just to allow passing cars to see it and for it to be a little bit more of a stand-out directional sign.
00:12:12 Speaker 08: Pam, would you like to speak?
00:12:15 Speaker 04: No, you appreciate that feedback, absolutely, and definitely seeing this on screen.
00:12:20 Speaker 04: I can absolutely understand your concerns about the lack of contrast.
00:12:25 Speaker 04: If you look at the text just below that, it does kind of explain that.
00:12:29 Speaker 04: I mean, this AI-generated image is not the best representation of what that could look like, and the goal would be to add as much contrast as possible.
00:12:40 Speaker 04: And as just an example, as you're driving down the QEW in Toronto, you see on a lot of the berms the logos of the companies and things like that,
00:12:51 Speaker 04: and that's kind of the vibe that was expected here.
00:12:57 Speaker 04: Please don't hold our inexperience with AI image generation against us.
00:13:05 Speaker 04: Any answer?
00:13:06 Speaker 04: Yes, Adrian.
00:13:11 Speaker 09: Richard, when you're talking bypass, you mean going rock, rock, rock words.
00:13:16 Speaker 09: You're not even getting end zones on.
00:13:17 Speaker 09: Okay, and then just because I'm directionally challenged, we're talking.
00:13:21 Speaker 09: This is in the bed where the palm trees currently are, or like palm trees in quotation up at the top of the hill.
00:13:30 Speaker 09: Is that right?
00:13:31 Speaker 09: Okay.
00:13:36 Speaker 09: Question.
00:13:38 Speaker 09: Oh, Tim.
00:13:39 Speaker 09: Yes.
00:13:40 Speaker 09: Yeah.
00:13:43 Speaker 10: I'm not against it.
00:13:44 Speaker 10: I do think that I agree with some of Richard's points that I think there is a huge economic benefit to taking people from Six and Ten in that stretch and trying to push them into
00:13:56 Speaker 10: the core.
00:13:58 Speaker 10: My one comment about this design specifically is, especially if you're transient, is this logo going to tell you what is in that direction?
00:14:10 Speaker 10: If you have an existing familiarity with the brand, yeah, absolutely, it'd be a nice.
00:14:14 Speaker 10: It's a great reminder, and without being repetitive in saying "River District," "Shopping District," I wonder if there's some combination of words that would let you know exactly why you would reroute yourself.
00:14:33 Speaker 10: Thanks, Tim.
00:14:34 Speaker 10: Any other comments?
00:14:37 Speaker 07: Yes, Richard.
00:14:39 Speaker 07: I wonder if rather than passing the recommendation as it is, sorry to kick it down the road.
00:14:45 Speaker 07: Whether we could have the design come back to us, rendered a little more completely, either through a designer or another go at AI, however you want to do that,
00:14:54 Speaker 07: so that we can see a little bit more contrast.
00:14:57 Speaker 07: You know, again, looking at the words River District, I'm not sure I'd even see those.
00:15:01 Speaker 07: I might see the logo and think they're the hotel's logo, if I'm not from here.
00:15:07 Speaker 07: And the other comment I would make, Tim reminded me, is you know we're actually directing people down Tenth Street, and I'm not always sure that's such a great idea to try get that.
00:15:18 Speaker 07: Whether that's the way we want them getting into the River District or not, but again, probably better than Eight Street at this point.
00:15:28 Speaker 01: I just like to make a comment concerning that.
00:15:31 Speaker 01: There's a lot of traffic that goes at that corner, so it would be visible.
00:15:36 Speaker 01: So I mean, it's catch-22 in terms of what you're saying, and I'm sure that a number of people who live in Owen Sound bypass Ten on a regular basis,
00:15:47 Speaker 01: so they're not the people we're aiming at in terms of having such a logo at this particular place.
00:15:55 Speaker 01: But I personally totally agree with it needs some work in order to see it, and certainly not because my eyes are older.
00:16:06 Speaker 01: I have great glasses and I can see well.
00:16:08 Speaker 01: But yes, you'd like to make a motion.
00:16:11 Speaker 07: I would move that this report be postponed until the next River District meeting, pending a return of the design.
00:16:22 Speaker 07: You know, taking into account the comments that have been made here tonight.
00:16:28 Speaker 07: All in favour?
00:16:31 Speaker 07: Carried.
00:16:32 Speaker 07: Thanks, thanks, Vivica.
00:16:35 Speaker 01: And so, AD Report CS 26-089 from the River District Coordinator, District Action Plan Revitalization Project updates.
00:16:49 Speaker 04: Thank you, and through you, Mr. Chair.
00:16:51 Speaker 04: The purpose of this report is to provide the board with an update on the progress of both the River District Action Plan and the River District Revitalization Project.
00:16:59 Speaker 04: I'll start with the action plan and then go into the revitalization a little bit later.
00:17:03 Speaker 04: The current River District Action Plan was developed in 2020 and was launched in 2020 and was intended to guide the River District over a three-year period.
00:17:12 Speaker 04: Given that timeline, the board approved a methodology to update the plan, and we are now well into that process.
00:17:18 Speaker 04: As part of the update,
00:17:19 Speaker 04: the board participated in exercise at the July 8th meeting to review the existing actions and identify areas for continued focus and potential new actions across the four key pillars of the plan.
00:17:29 Speaker 04: On August 5th, we facilitated the same exercise with River District businesses and building owners.
00:17:35 Speaker 04: Approximately 57 participants attended and provided feedback on the existing priorities and where they see the River District needing to focus moving forward.
00:17:43 Speaker 04: There are still a couple of pieces of engagement to complete.
00:17:46 Speaker 04: On September 25th, we'll be holding an engagement session with service providers and service partners,
00:17:52 Speaker 04: as well as have a public survey that will launch kind of in tandem that day to give a broader community an opportunity to provide their input as well.
00:18:04 Speaker 04: Once all that feedback is received, staff will consolidate it and bring it back to the board for review and input before the updated plan is finalized.
00:18:12 Speaker 04: The second part of this report is an update on the River District revitalization project.
00:18:16 Speaker 04: The goal of this project is to take a look at the aging infrastructure within the River District and develop a long-term approach to revitalization, infrastructure, and placemaking.
00:18:25 Speaker 04: This project received provincial funding as well as budgetary support through council.
00:18:29 Speaker 04: Following a competitive procurement process, O2 Design was selected as the consultant for the project.
00:18:35 Speaker 04: The project kicked off on July 22nd, and since then, staff have provided O2 with a significant amount of background information, including the River District Action Plan, the Official Plan, Urban Design Guidelines, mapping of streets,
00:18:46 Speaker 04: street furniture, and infrastructure, as well as a number of GIS layers showing things like deficiency, parking vacancies, and historic plaques.
00:18:55 Speaker 04: On August 20th, a member of O2 Design team was also in Owen Sound to complete an on-site review of the River District infrastructure and get a better understanding of the existing conditions.
00:19:05 Speaker 04: They are now consolidating what they saw on-site with the city's existing data.
00:19:10 Speaker 04: This will help establish a clear picture of where we are today, and from there, help inform a long-term vision and priorities for revitalization.
00:19:19 Speaker 04: O2 will also be engaging with stakeholders and the broader public as the project moves forward.
00:19:24 Speaker 04: They are currently preparing an initial communication for council and the board, outlining some of the preliminary findings, vision, and direction.
00:19:31 Speaker 04: So there are really two pieces of work progressing at the same time.
00:19:34 Speaker 04: The action plan update is focused on where we want the River District to go and what our priorities should be,
00:19:39 Speaker 04: and while the revitalization project is looking at the physical environment and what needs to happen to support that long-term vision.
00:19:46 Speaker 04: Overall, both projects are moving forward as planned, and the next major step will be bringing feedback and preliminary findings back to the board as the work continues.
00:19:54 Speaker 04: And the recommendation is that in consideration of staff report CS 26-089, respecting updates on the River District Action Plan and revitalization project.
8.d Report CS-26-089 from the River District Coordinator Re: River District Action Plan and Revitalization Project Updates
The River District Board of Management received the report for information purposes and carried the recommendation as written.
00:20:02 Speaker 04: The River District Board of Management received the report for information purposes.
00:20:05 Speaker 04: I'm happy to field any questions.
00:20:07 Speaker 04: Thank you.
00:20:09 Speaker 05: Do we have any questions for Ms. Garber regarding the report?
00:20:17 Speaker 05: Tim.
00:20:19 Speaker 05: None.
00:20:23 Speaker 05: Richard, go ahead.
00:20:29 Speaker 07: I would move the recommendation as written in the report.
00:20:35 Speaker 07: All in favour?
00:20:38 Speaker 07: Carried.
00:20:38 Speaker 07: Thanks, Vivica.

8.e Verbal Report from Member Legate Re: Events and Activations Team Update
The Events and Activations Team reported that volunteer scheduling constraints forced the cancellation of two planned activities, pushing remaining projects into 2027. Conversely, the group agreed to fund a new winter musical event in the River District featuring at least six venues and expecting roughly 200 patrons.
00:20:43 Speaker 07: Verbal report from Member Legate, if you would.
00:20:53 Speaker 08: At this time, we don't have an update in terms of our events.
00:21:00 Speaker 08: We have had two events that the volunteer committee has decided to do without as a result of time constraints.
00:21:11 Speaker 08: There is a little bit, I think, of a difficult situation; I guess it is a little tricky trying to coordinate schedules of all of our volunteers, and that has absolutely, I think,
00:21:28 Speaker 08: been the biggest roadblock in moving forward with a lot of our activities and some of the things that we had hoped to plan for this summer.
00:21:39 Speaker 08: So as a result, the volunteer members have voted to put a pause on some of the activities that we were planning for this fall,
00:21:51 Speaker 08: and actually recommended pushing some of those events into the 2027 year.
00:22:00 Speaker 08: At this point, this project is supposed to be a one-year project, and that would mean it would come to an end, I believe, in February.
00:22:12 Speaker 08: So it will probably depend on whether or not the board moves to continue with this project into the new year.
00:22:22 Speaker 08: There is, on the other hand, an event that is being put on in the River District by a few different, I guess, musical organisations.
00:22:36 Speaker 08: They're coming together to put an event together throughout the downtown.
00:22:41 Speaker 08: It's kind of a follow-up to an event that used to take place, and at the time it was called Lupercalia,
00:22:47 Speaker 08: and now it is moving into a sort of new name with multiple organisations contributing to it, and our group has all agreed to put some funding into that event,
00:23:01 Speaker 08: which will hopefully be bringing roughly two hundred patrons downtown for a musical experience that will spread across probably well a minimum of six venues.
00:23:16 Speaker 08: They're hoping to expand to more, and we are going to meet further about what that looks like and if there will be other businesses participating.
00:23:25 Speaker 08: But they hope to make it a winter experience, sort of a counterpart to our summer folk.
00:23:32 Speaker 08: So that will be the topic of our next meeting.
00:23:37 Speaker 08: We are discussing the ways that we are going to help in terms of advertising and also potentially putting some money into bringing the event a little bit more to life downtown.
00:23:51 Speaker 08: We think it's going to be an event that gives us a little bit of life in the middle of the winter time,
00:23:57 Speaker 08: and also something that we think we can support with our volunteers and the time that they have to offer.
00:24:07 Speaker 05: Do we have any questions for Olivia?
00:24:12 Speaker 05: Seeing none, could we have a motion to receive the report for information?
00:24:17 Speaker 05: Yes.
00:24:19 Speaker 05: Adrian.
00:24:21 Speaker 05: All in favour?
00:24:24 Speaker 05: Tim's on board.
00:24:25 Speaker 05: Thank you, Carrie.
00:24:27 Speaker 05: Thanks, Olivia.
00:24:29 Speaker 05: Aye.
