Review of Proposed Flesherton Fire Hall Addition

Subject Flesherton Fire Hall Addition
RECOMMENDATION
That the Grey County Joint Accessibility Committee review and provide comment on
the proposed addition at the Flesherton Fire Hall, located at 54 Durham Street,
Flesherton.
BACKGROUND
The original Fire Hall in Flesherton was built in 1983, to serve the communities of
Flesherton and the surrounding area. Since then, the needs and equipment of the
department have outgrown the current building footprint. Fire apparatus are bigger,
number of firefighters is larger and cancer prevention equipment is a necessity.
With the introduction of the Ministry of Labour’s Cancer Prevention Checklist,
specialized firefighting gear washing and drying equipment is mandatory. The
demographics of the department has also changed, we now have 6 female
firefighters that respond out of the Flesherton Fire Hall. Currently there is a
minimalistic washroom and no shower facilities for the females.
The proposal that has been approved by Grey Highlands Council is to add to the
existing building. The addition will be 28’ wide by 64” wide and will be on the north
side of the existing building. Included in the plans:
Separate washroom and shower facilities for the females
Dedicated room for firefighter gear washing and drying
Additional much needed storage for extra firefighting gear and equipment
A training room at the rear of the addition so that all fire fighters can sit for
any training events
ONTARIO BUILDING CODE AND ACCESSIBILITY
The project has been reviewed in consideration of the accessibility requirements
contained in Section 3.8 – Barrier-Free Design of the Ontario Building Code.
The building has been identified by the project designer as a Group F, Division 3
(F3) low-hazard industrial occupancy.
An F3 occupancy classification does not, on its own, provide a complete exemption
from the barrier-free requirements of Section 3.8. The explanatory material
accompanying the Ontario Building Code recognizes, however, that the nature of some
Group F, Division 2 and Division 3 industrial operations may make full application of
barrier-free requirements impractical and indicates that the requirements are intended
to be applied with discretion in such circumstances.
The project designer has further advised that the Flesherton Fire Hall is not intended to
be occupied on a daily or full-time basis.
Ontario Building Code, Division B, Sentence 3.8.1.1.(1)(c) provides that the
requirements of Section 3.8 do not apply to buildings that are not intended to be
occupied on a daily or full-time basis.
Accordingly, the designer has identified Sentence 3.8.1.1.(1)(c) as applicable to the
proposed project based on the intended occupancy and operational use of the fire
station.
Final determination of compliance with the Ontario Building Code remains subject to
the applicable building permit and approval process.
Current Steps Toward Accessibility Compliance, The Municipality recognizes the
importance of considering accessibility in municipal facilities and is providing the final
project drawings to the Grey County Joint Accessibility Advisory Committee for review.
The drawings reflect the final design developed for the proposed addition, taking into
consideration the operational requirements of the Fire Department, applicable Ontario
Building Code requirements, health and safety requirements, and the functional needs
of the facility.
The Committee is invited to review the drawings from an accessibility perspective and
provide any general observations it may wish to identify.
DISCUSSION
Fire stations present unique operational considerations. Portions of the building are
designed around emergency response, movement and storage of large apparatus,
specialized equipment, personal protective equipment, contamination-control
procedures and other activities specific to firefighting operations.
The proposed addition has been designed with these operational requirements in mind
and the drawings presented to the Committee represent the final project design.
The Municipality of Grey Highlands wishes to consult the GCJAAC as part of this project
and in compliance with the Accessibility for Ontarians with Disabilities Act (AODA).
Feedback will be considered when the construction/implementation phase is
approved and commences, and recommendations will be taken into consideration.
The Municipality of Grey Highlands appreciates the time and consideration given by the
GCJAAC and thanks them for their contribution to this discussion.

RECOMMENDATION
THAT the Grey County Joint Accessibility Advisory Committee receive this report
regarding the proposed Universal Accessible Washroom addition at the Flesherton
Memorial Arena; and
THAT the Committee review the attached concept drawings and provide any
comments or recommendations related to accessibility prior to the project
proceeding to tender.
BACKGROUND
As part of the Municipality of Grey Highlands' ongoing commitment to improving
accessibility and enhancing public facilities, the Municipality has secured funding
through a revitalization grant to construct a new Universal Accessible Washroom at
the Flesherton Memorial Arena.
The project is intended to improve accessibility for all arena users, including
individuals with disabilities, families, caregivers, and patrons requiring barrier-free
facilities. The addition supports the Municipality's ongoing efforts to meet and
exceed the objectives of the Accessibility for Ontarians with Disabilities Act (AODA).
The proposed project is anticipated to proceed to tender in the coming weeks, with
construction expected to be completed by the end of 2026, subject to tender results
and contractor availability.
Current design drawings are attached for the Committee's review.
CURRENT STEPS TOWARDS ACCESSIBILITY COMPLIANCE
The proposed Universal Accessible Washroom has been designed to incorporate
accessibility features consistent with current Ontario Building Code and AODA
requirements. Features include:
• A fully accessible universal washroom with adequate turning radius for
mobility devices.
• Barrier-free entrance and door clearances.
• Accessible plumbing fixtures and grab bars.
• Emergency assistance features and accessible accessories.
• Appropriate circulation space for caregivers and mobility equipment.
The new washroom will be located adjacent to the existing public washrooms and
change room corridor on the main level of the arena. The addition is situated beside
the current washroom facilities and concession area, allowing convenient access
from the main public lobby while minimizing impacts to existing arena operations.
The location was selected to provide easy access for spectators, participants, and
visitors throughout the facility. The attached plans illustrate the proposed location
and layout.
The Municipality of Grey Highlands wishes to consult the Grey County Joint
Accessibility Advisory Committee as part of this project and in compliance with the
Accessibility for Ontarians with Disabilities Act (AODA).
The attached drawings have been prepared to illustrate the proposed location and
design of the new Universal Accessible Washroom. Staff are seeking feedback from
the Committee regarding the proposed layout, accessibility features, and any
additional recommendations that may further improve accessibility for all users
before the project proceeds to tender.
Comments received from the Committee will be reviewed by staff and project
consultants. Where feasible, recommendations will be incorporated into the final
construction documents prior to construction commencing.

BACKGROUND
At a previous meeting, the Grey County Joint Accessibility Advisory Committee
reviewed the Municipality's proposed accessibility improvements for Stothart Hall,
which included the construction of an exterior accessible ramp to improve access to
the upper level of the facility.
Following further review by staff, the project consultant, and accessibility
considerations, it has been determined that installing a vertical platform lift will
provide a more practical, efficient, and user-friendly long-term accessibility solution
for the building. This revised approach will improve accessibility while reducing the
footprint and visual impact that an exterior ramp would have had on the site.
Stothart Hall is a valued community facility that hosts community meetings, events,
rentals, and programs. Improving accessibility remains a priority to ensure the
facility is welcoming and accessible to all residents and visitors.
The revised plans are attached for the Committee's review.
CURRENT STEPS TOWARDS ACCESSIBILITY COMPLIANCE
The proposed renovations are intended to significantly improve accessibility
throughout Stothart Hall and include:
• Installation of a vertical platform lift to provide barrier-free access between
levels.
• Accessible washroom improvements.
• Automatic door operators.
• Accessible railings and building hardware.
• Associated building modifications required to accommodate the lift.
• Additional accessibility improvements identified through the design process.
These improvements have been designed to align with the Accessibility for
Ontarians with Disabilities Act (AODA) and the Ontario Building Code accessibility
requirements while providing a practical and sustainable long-term accessibility
solution for the facility.
The Municipality of Grey Highlands wishes to consult the Grey County Joint
Accessibility Advisory Committee regarding the revised accessibility approach for
Stothart Hall.
Since the Committee last reviewed this project, staff and the project consultants
have completed additional design work and evaluated several accessibility options.
Through this process, it was determined that replacing the previously proposed
exterior accessible ramp with a vertical platform lift offers the best overall solution.
The lift will provide improved accessibility for users while preserving site
functionality, minimizing the amount of exterior construction required, and
maintaining the character of the facility.
The revised plans, which now incorporate a vertical platform lift in place of the
previously proposed exterior ramp, are attached for the Committee's review. Staff
respectfully request that the Committee provide any comments or
recommendations regarding the updated design and accessibility features. The
Municipality greatly values the Committee's expertise and appreciates its feedback,
which will be carefully considered as the revised plans are finalized prior to being
presented to Council for approval. Subject to Council approval, the project will then
proceed to the next phase of design and implementation.

Rotary Park is an important community space located in Markdale and provides
residents and visitors with access to outdoor recreation, green space, and
community amenities.
The Markdale Rotary Club has proposed the installation of a new pedestrian bridge
within Rotary Park and has committed to funding the bridge project. The proposed
bridge is intended to improve connectivity within the park while providing a safe
and accessible route for users of varying ages and abilities.
As the bridge will form part of the pedestrian circulation system within a municipal
park, the Municipality of Grey Highlands recognizes the importance of ensuring that
accessibility is considered throughout the design and implementation of the project.
The project has been reviewed by municipal staff, and the required owner
authorization has been coordinated with the Saugeen Valley Conservation Authority
as part of the project approval process.
The proposed plans are attached for the Committee's review.
CURRENT STEPS TOWARDS ACCESSIBILITY COMPLIANCE
The proposed bridge and associated approach areas are intended to provide an
accessible and practical connection within Rotary Park. Accessibility considerations
associated with the project include:
Providing a firm, stable, and accessible pedestrian surface across the bridge.
Ensuring the width of the bridge and approaches provides sufficient space for users
of mobility devices.
Providing appropriate railings and edge protection.
Considering slopes and transitions at bridge approaches to support barrier-free
travel.
Minimizing abrupt changes in elevation and other potential barriers along the
accessible route.
Considering appropriate clearances and maneuvering space for users of
wheelchairs, scooters, walkers, and other mobility devices.
Ensuring the bridge connects appropriately with existing and future pedestrian
routes within Rotary Park.
Incorporating any additional accessibility improvements identified through the
design and Committee review process.
The Municipality wishes to consult the Grey County Joint Accessibility Advisory
Committee regarding the proposed bridge and its accessibility features before the
project proceeds.
DISCUSSION
The proposed pedestrian bridge represents an opportunity to improve both
connectivity and accessibility within Rotary Park.
The Municipality recognizes that accessibility involves more than the bridge structure
itself. The approaches, transitions, surface, width, railings, grades, and connections to
surrounding pathways are all important considerations in ensuring that the bridge can
be safely and comfortably used by people with a range of abilities.
The Markdale Rotary Club has been working collaboratively with the Municipality on the
project and has committed to funding the proposed bridge. Municipal staff have also
been working through the necessary approvals associated with the project, including
owner authorization related to the Saugeen Valley Conservation Authority process.
Given that the bridge will be located within a municipal park and available for public
use, staff believe it is important that the Grey County Joint Accessibility Advisory
Committee be provided an opportunity to review the proposed design and provide

Subject Flesherton Pickleball Courts
RECOMMENDATION
THAT the Grey County Joint Accessibility Advisory Committee receive this report
regarding the new Flesherton Pickleball Courts; and
THAT the Committee provide any additional comments or recommendations
regarding accessibility enhancements that could be considered for the facility.
BACKGROUND
The Municipality of Grey Highlands has constructed a new four-court outdoor
pickleball facility located behind the Flesherton & District Arena at 103 Highway 10
in Flesherton.
The facility was designed to provide a safe, durable and accessible outdoor
recreation opportunity for residents and visitors. Accessibility and pathway design
were incorporated into the project requirements, along with fencing, gates, court
circulation and associated site improvements.
The courts have now been constructed, and the Municipality is seeking feedback
from the Grey County Joint Accessibility Advisory Committee regarding any
additional accessibility improvements that may further enhance the usability of the
facility.
Current Steps Toward Accessibility Compliance
Accessibility requirements were incorporated into the design and construction
specifications for the project.
These included:
accessible routes with a minimum clear width of 1.5 metres;
a minimum 1.5 metre turning radius;
firm, paved and slip-resistant surfaces;
appropriate running and cross slopes;
smooth and flush transitions to reduce potential tripping hazards;
accessible gate openings and latching hardware;
gates that can be operated with one hand and do not obstruct accessible
routes;
accessible connections to seating and amenity areas; and
drainage designed to direct water away from accessible routes.
The project also included consideration for accessible connections to amenities such
as benches, seating areas, shade structures and bike racks
DISCUSSION
The Flesherton Pickleball Courts provide a new recreational space intended to be
inclusive and accessible to residents and visitors of varying ages and abilities.
As the facility has now been constructed, the Municipality wishes to provide the
Grey County Joint Accessibility Advisory Committee with an opportunity to review
the project and identify any additional accessibility enhancements that may be
beneficial.
Staff welcome recommendations related to pathways, gates, seating, signage,
access to amenities, or any other features that could further improve the
accessibility and overall usability of the facility. Where practical, recommendations
from the Committee can be reviewed and considered for future implementation.
The Municipality of Grey Highlands appreciates the time and consideration given by
the GCJAAC and thanks the Committee for its continued assistance in improving
accessibility within municipal facilities and recreational spaces.

2025-2026 Multi-year Accessibility Plan Progress Update
The Grey County Joint Accessibility Advisory Committee received a progress report on the Multi-Year Accessibility Plan for 2025 and 2026 prepared by Kathie Nunno. The report recommends endorsing the document and amending the plan to add an appendix covering long-term care accessibility. Progress updates include the implementation of AODA-compliant budget software, the launch of a new accessible website, and the adoption of Access E11 for customer service tracking. Staff also completed a desk audit confirming compliance with the Accessibility for Ontarians with Disabilities Act. The report further details alignment with age-friendly initiatives and updates to the accessible customer service policy for transit.
Accessibility Initiatives, Legislation Adoption, and Stakeholder Engagement Updates
The Grey Roots Museum & Archives launched an Accessibility page and introduced nine activity carts to support inclusive experiences and play-based learning for children. Staff presented a report on Municipal Accessibility Legislation which was supported by the Committee of the Whole and adopted by Council, aiming to increase accessibility awareness among local municipalities. The County engaged with stakeholders through focus groups for the Regional Transit Study, community engagement days for long-term care homes, and consultations at the Sydenham Campus to address specific accessibility needs. Additionally, new cycling route signs were installed to improve wayfinding within the Age-Friendly Community Strategy, while communications protocols for service interruptions and hearing assistive devices in provincial offences hearings were maintained.
Grey County LTC Accessibility Plan Features
The appendix outlines Grey County Long-Term Care's commitment to accessibility across Grey Gables, Lee Manor, and Rockwood Terrace in accordance with the AODA. It details shared provisions for physical, visual, hearing, cognitive, and language barriers alongside age-friendly features like handrails and non-slip flooring. Specific home-specific enhancements are noted, including barrier-free patios at Grey Gables, color-coded hallways at Lee Manor, and circular layouts at Rockwood Terrace. 2025–2029 Goals for LTC Accessibility Plan

Executive Summary
Grey County’s Multi-Year Accessibility Plan was refreshed for 2023 to 2027. It is a living
document that is reviewed annually and modified as necessary upon approval from Grey
County Council.
This report includes a recommendation to add Appendix D: Accessibility Plan – Long-Term Care
to the Grey County Multi-Year Accessibility Plan 2023-2027 (“MYAP”). Appendix D is appended
to this report.
This report further provides an annual status update on the plan’s implementation progress for
2025 and 2026 as legislated. Some of the goals in the MYAP have been previously
accomplished or scheduled for future years and will not be addressed in this report.
Background and Discussion
Continuous improvement in accessibility and inclusivity is intertwined with several of Grey
County’s initiatives: Grey County’s Strategic Plan 2024 – 2027 Working Together for Success,
Age Friendly Community Strategy and Action Plan, Trailhead Study, and Communications
Strategy – Connecting Communities, and it is a goal to have accessibility become a natural part
of the corporate culture.

Annual progress reports on the multi-year accessibility plan are presented to the Grey County
Joint Accessibility Advisory Committee and Grey County Committee of the Whole for
consideration. This is a legislated requirement. The most recent report is posted on
https://www.grey.ca/government/accessibility. Prior reports are available upon request.
Making our world accessible:

This report outlines the progress made during 2025 and 2026 on the 2023 – 2027 goals
identified in the MYAP.
While it was not part of the current multi-year accessibility plan, staff identified benefit to
amalgamating the long-term care accessibility plan with the MYAP. It is easier for both staff and
the public if information is available in one centralized location.
Accessibility is particularly important within long-term care settings, where residents may
experience physical, sensory, cognitive, or communication challenges. Through accessible
environments, communication supports, age-friendly and dementia-friendly design features, and
ongoing staff education, Grey County's long-term care homes strive to reduce barriers, promote
independence, support meaningful engagement, and enhance quality of life for residents,
families, visitors, and team members.
Progress
AODA Compliant Budget Software
The 2023 – 2027 MYAP was revised to include AODA-compliant budget software on Council’s
approval October 24, 2024. In 2025, the software was used in part to prepare the County’s
budget, and the software was fully implemented in time to use it for the County’s 2026 budget
year.
Website
The new www.greyroots.com website was built with the intention to meet WCAG 2.0 AA based
on the style guide which incorporated the design elements of visitgrey.ca, grey.ca and
greyroots.com. Proper contrast ratio, meaningful sequence and semantic structure, accessible
spacing and margins, large imagery with text alternatives (alt text), ability to resize text without
loss of content or function were areas we focused on for accessible conformance.
Feedback
As part of Grey County’s customer service plan, staff implemented Access E11 software to
manage and track customer service interactions. The system allows staff to document inquiries,
organize casework and make sure requests are handled efficiently, consistently, and
professionally across the organization.

Two training sessions were held for staff with Access E11 accounts both as an introduction for
those newly using the software and as a refresher for existing users. Training included creating
and searching for contacts, managing contact details, creating and updating cases,
understanding case components, using dashboard and reports to track activity and finding and
managing assigned cases and tasks.
Aligning with Age-Friendly
The proposed addition of Appendix D: Accessibility Plan – Long-Term Care to the Grey County
2023 – 2027 Multi-Year Accessibility Plan contains a section for age-friendly and dementia-
friendly features.
The staff lead for accessibility participates in the Grey County Age-Friendly Communities
Committee and working group and promotes information sharing between this group and the
Grey County Joint Accessibility Advisory Committee.
Reporting
In the spring of 2025, Grey County was selected to perform a desk audit for compliance. Staff
completed a checklist and provided evidence for these areas:
Proof of publicly posted policies, plans and reports,
training records,
currently available and process for requesting accessible formats and supports,
consultation for newly constructed or redeveloped recreational trails and exterior paths of
travel,
on-street and off-street parking,
details regarding newly constructed or redeveloped service counters and waiting areas, and
measures for preventative and emergency maintenance along with procedures for dealing
with temporary disruptions regarding accessible elements in public spaces.
On May 13, 2025, the County received confirmation that the desk audit was completed from
AODA Compliance at the Minister for Seniors and Accessibility.
As a municipal organization, Grey County is required to submit an accessibility compliance
report every two years. 2025 was a reporting year. The County submitted a report declaring
compliance before the December 31, 2025, deadline.
Transportation Standard: Conventional Transit
Staff presented report CCR-JAAC-07-25 Accessible Customer Service Policy Update which was
amended to include Grey Transit Route considerations, incorporating assistive devices and
noted expanding training requirements. Through this, persons with disabilities had a public
opportunity to provide feedback.
As noted under Feedback above, the outreach for transit feedback has taken a different
approach for 2025 and 2026 with a four-county a transit study to design and assess the
feasibility of a unified transit network across Bruce, Dufferin, Grey and Wellington Counties.

Training
Improved training software was purchased at the end of 2025. Human resources staff continue
to format and implement the software to achieve timely, position-specific training, maintain
thorough training records, and develop meaningful reports on training achievements.
Grey Roots Museum & Archives Accessibility Plan
To support the Grey Roots Accessibility Plan, staff launched a dedicated Accessibility page on
the Grey Roots website. The page outlines accessible features, available supports, feedback
options, and visitor planning resources to help ensure a welcoming and inclusive experience.
In addition, nine activity carts were introduced as part of the Grey County Gallery redesign
project. These interactive stations provide hands-on, play-based learning opportunities for
children and families.
While not identified as a goal in the Grey Roots Museum & Archives Accessibility Plan, museum
staff continue to grow accessibility as part of Grey County’s corporate culture. Content for the
Hope section of the Grey County Gallery exhibit was developed through community outreach,
inviting community members to answer the question, “What do you hope for?” One panel, titled
A County for Everyone, features two responses from members of Grey County’s Joint
Accessibility Advisory Committee and focuses on inclusion and belonging:
Seen or unseen, differences in how people move, learn, or experience the world shape how
they take part in it. These reflections call for a future built on inclusion and belonging.

Increase Accessibility Awareness
Staff presented Report CCR-JAAC-19-25 Municipal Accessibility Legislation at the November
20, 2025, Grey County Joint Accessibility Advisory Committee meeting. The report was
supported during the Grey County Committee of the Whole agenda on December 11, 2025, and
adopted as presented by Grey County Council on January 8, 2026.
The report summarized the legislation about accessibility and listed the requirements and
responsibilities for municipalities relating to accessibility. The report was circulated to all local
Grey County municipalities to use as a tool to guide compliance. This information sharing
contributed to the goals of increasing accessibility awareness and improving accessibility
support to local municipalities.

Consultation and Improved Communication
Long-Term Care
Grey County’s long-term care homes conduct resident and family experience surveys and
resident councils and family councils. Survey findings are shared with resident councils, family
councils, quality committees, leadership teams and committee of management. Action plans
are developed and communicated back to residents and families. The resident and family
councils support ongoing consultation with individuals who may experience accessibility barriers
and provides a formal mechanism for resident and family engagement.
Community engagement days strengthen relationships with community stakeholders and
increase awareness of long-term care services and resident needs. Residents, families,
volunteers, community partners, local organizations, elected officials, and members of the public
are invited to participate in open houses, tours, displays, and conversations with home leaders
and team members. Participants are encouraged to ask questions, provide feedback, and learn
about long-term care programs and services.
Town halls, care conferences and accessible feedback processes are used to support
participation for people with varying abilities.
Conventional Transit
As part of the engagement and information-gathering phase of the Regional Transit Study, a
series of focus groups were held to ensure feedback from a variety of perspectives, including
people who need transit services, those who work with individuals who rely on transit, and
people with varying abilities and skills. The goal was to gain a better understanding of how
transit is used and what that experience looks like.
The guiding questions for each focus group were similar. Conversations developed naturally
and focused on listening to participants' experiences. This provided the opportunity to share
real-life scenarios and explain how transit can positively impact lives when services are
delivered effectively. It also demonstrated challenges when services are unavailable, are not
delivered appropriately, or information about available transportation options is not clearly
communicated.
Sydenham Campus
Sydenham Campus staff consulted with facility user groups to identify accessibility needs,
wayfinding, navigation, and overall usability of the site for participants. Feedback received is
being used to address accessibility needs of community groups using County facilities.
Age-Friendly
The Grey County Age-Friendly Communities Committee, in partnership with Grey Bruce Public
Health, created a Healthy Community Development Checklist which is available on grey.ca.
This checklist promotes universal design and accessibility guidelines and supports collaboration
with local municipalities.

Communications
For major interruptions of service, Grey County’s communications staff use Mailchimp to send
out a media advisory to the media contact list, put the notice on the County’s website along with
a pop-up banner, and include the information on the County’s social media.
Provincial Offences (POA)
Hearing assistive devices are offered where possible. A virtual courtroom assists defendants
with technology requirements to attend virtually.
Information and Communications Standard
Age-Friendly Community (AFC) Strategy and Action Plan
In support of the goal to improve wayfinding signage within Grey County’s AFC Strategy and
Action Plan, Grey County installed 320 new cycling route and share the road signs, bringing the
total to 378 and adding 140 km of paved shoulders for cyclists.
Accessible Municipal Features Map
Grey County’s accessibility staff lead collaborates with local municipalities to keep this
interactive map current.
Improve Accessibility Support to Local Municipalities
Grey County’s staff lead for the Grey County Joint Accessibility Advisory Committee continues
to support local municipalities with legislation interpretation and information sharing. Uptake for
this has increased during 2025 and 2026.
As mentioned previously, Report CCR-JAAC-19-25 Municipal Accessibility Legislation provides
guidance to Grey County’s local municipalities on achieving and maintaining compliance with
legislation impacting accessibility.

Accessibility legislation falls under the Ontario Disabilities Act, 2001 (“ODA”), Accessibility for
Ontarians with Disabilities Act, 2005 (“AODA”), Integrated Accessibility Standards Regulation
(“IASR”), the Ontario Building Code (“OBC”), the Planning Act for the Provincial Planning
Statement (“PPS”), the Canadian Charter of Rights and Freedoms, the Municipal Elections Act,
1996, the Blind Persons’ Rights Act, and the Ontario Human Rights Code, R.S.O. 1990.

Specialized home areas, including the Behavioural Support Transition Unit (BSTU),

overstimulation, and promote comfort for residents living with dementia and other
cognitive impairments.
Lee Manor – Home-Specific Features
Multiple accessible parking spaces close to the main entrance.
Accessible courtyards with shading and smooth surfaces.
Colour-coded hallway zones to support wayfinding and memory support.
Dedicated private spaces for communication support.
Themed nursing station façades and individualized resident door designs that support
wayfinding, recognition, familiarity, and dementia-inclusive navigation.
Ongoing environmental enhancements designed to create meaningful, resident-
centred spaces that promote comfort, independence, and a sense of belonging.
Rockwood Terrace – Home-Specific Features

Progress Reporting
Annual progress updates on this plan will be provided to the Grey County Joint Accessibility
Advisory Committee (GCJAAC) and shared publicly on the County website.
2025–2029 Goals
Continue to provide accessible print and digital materials for residents and families
Increase awareness of feedback mechanisms within LTC homes
Ensure feedback is tracked, reviewed, and documented consistently across all homes
Review lighting, acoustics, and seating for accessibility in common areas
Ensure accessibility features are incorporated into redevelopment projects (e.g., new
Rockwood Terrace)
Expand job-specific accessibility training (e.g., dementia-friendly communication, use of
assistive devices)
Continue to ensure training records are consistently maintained across homes
Provide refreshers annually or when significant updates occur
Conduct annual accessibility walk-throughs at each LTC home
Develop SMART objectives for barrier removal
Build relationships with community organizations specializing in disability inclusion

Executive Summary
An updated terms of reference for the Grey County Joint Accessibility Advisory
Committee (GCJAAC) is presented for consideration.
Key updates include the importance of meeting attendance, further defining the scope of
committee responsibilities, and aligning with other Grey County committee Terms of Reference.
Background and Discussion
The last update to the GCJAAC Terms of Reference was adopted in April 2023 through report
CCR-JAAC-06-23.
The legislation governing accessibility affects everyone and municipalities have specific
responsibilities in supporting accessible communities. Municipalities with populations over
10,000 are required to participate in an accessibility advisory committee (AAC). The role of
AACs is to advise municipal council about Ontario’s accessibility standards. This revision of
the GCJAAC Terms of Reference includes further definition of the committee’s scope of

responsibility by outlining the criteria and considerations to be applied when reviewing site plan
applications.
The updated GCJAAC Terms of Reference displays the committee composition in a more
meaningful way.
Achieving quorum is important to advancing County business. When meetings are cancelled
due to lack of quorum, decision-making is delayed and the time commitments of other
participants are impacted. To support effective governance and timely decision-making, the
updated Terms of Reference emphasize attendance as a priority.
The updated Terms of Reference has updates that align with other terms of references for Grey
County committees.

DRAFT Terms of Reference
Grey County Joint Accessibility Advisory Committee
Purpose:
To comply with accessibility legislation and to provide comments to Grey County Council and
participating local municipal councils, regarding accessibility-related issues and improvements
to municipal services.
Participating local municipalities include: The Township of Georgian Bluffs, The Municipality of
Grey Highlands, The Town of Hanover, the City of Owen Sound (effective February 1, 2024),
The Township of Southgate, The Town of The Blue Mountains, and The Municipality of West
Grey. Member municipalities may opt in or out at any time. Where a municipality decides it
would like to opt in to or opt out of the Committee, a report with the updated Terms of
Reference will be brought forward to County Council for its consideration.
Scope of Responsibility:
a) Provide review and comment each year about the preparation, implementation and
effectiveness of each member municipality’s multi-year accessibility plan.
b) Review in a timely manner the site plans and drawings described under Section 41 of the
Planning Act when requested. Following approval of JAAC04-19, participating local
municipalities submit the following draft site plans as early as practicable in the
application process to the Grey County Joint Accessibility Advisory Committee (for
review and comment):
• Newly developed or redeveloped public spaces;
• Municipal offices;
• Community centres;
• Recreation centres; and
• Other sports facilities.
Consideration of selected site plans should include:
Exterior Access and Circulation
Accessible routes from property lines, sidewalks, transit stops, and parking areas
to building entrances
Path widths, cross-slopes, surface materials, and grades
Curb ramps and tactile walking surface indicators
Lighting and wayfinding along pedestrian routes
Connections to existing municipal sidewalks and pathways
Accessible Parking and Drop-Off Areas
Number and location of accessible parking spaces
Access aisles and barrier-free paths from parking to entrances
Passenger loading and drop-off areas

Signage identifying accessible parking and routes
Building Entrances
Location and visibility of accessible entrances
Automatic door operators
Adequate maneuvering space at doors
Clear and accessible signage
Protection from weather and adequate lighting
Outdoor Public Spaces
Recreational trails, plazas, seating areas, and gathering spaces
Rest areas and accessible benches
Accessible play areas and amenities, where applicable
Accessible pedestrian crossings and curb transitions
Safety, Wayfinding, and Universal Design
Signage that is clear, visible, and easy to understand
Consideration of people with mobility, vision, hearing, cognitive, and invisible
disabilities
Elimination of physical barriers and obstacles
Application of universal design principles that benefit all users, not just those with
disabilities
c) Provide review and comment when requested by Council on the accessibility for persons
with disabilities to a building, structure or premises:
i) Purchased, constructed, majorly renovated, owned or operated by Grey County and
participating municipalities;
ii) Considered for lease;
iii) Provided as a municipal capital facility under an agreement, in accordance with the
Municipal Act.
d) In response to circulated plans, review and provide timely comment to the appropriate
council, or its designates, on site plans prepared for major renovations and newly
constructed developments including new commercial, institutional, industrial, major
residential and other development subject to site plan control under a participating
municipality.
e) Perform other functions required by the Accessibility for Ontarians with Disabilities Act
(AODA) and its regulations.
f) Review programs and services and provide feedback to make practices more inclusive.
Voting Membership
The Grey County Joint Accessibility Advisory Committee will consist of has up to nine members.
Membership will include

One member shall be a Grey County Councillor who will be appointed for a term

A caregivers of a person with a disability or an

Public members will be appointed by County Council for the term of council and members are
eligible to apply for re-appointment.
Non-Voting Members
The Grey County Joint Accessibility Advisory Committee’s non-voting members will consist of:
One staff resource from each participating local municipality
Grey County staff lead for accessibility
Chair and Vice Chair:
The Chair and Vice Chair shall be elected from the voting membership annually.
Meetings and Administration:
At a minimum, the Grey County Joint Accessibility Advisory Committee meets quarterly.
Additional meetings may occur as required.
At least 50% plus one of the members must be present to constitute quorum. Should
quorum not be present within the specified time in the County’s procedural by-law, the
meeting will stand adjourned, and all agenda items will be rescheduled to a new date.
Members must confirm meeting attendance with the Grey County Clerk’s Department for
each meeting. An individual is no longer a member of the Committee if they are absent
from three consecutive meetings, unless the absence is authorized by resolution of the
Committee.
Meeting agendas shall be prepared and published by Grey County Municipal Staff.
Meeting minutes are to be taken at each meeting and published on the County of Grey
Agendas and Minutes webpage.
Meetings of the Committee are public, livestreamed, and can be viewed on Grey County’s
YouTube channel.
Quorum:
A quorum shall consist of more than 50% of the membership of the Committee.
Compensation:
Public voting members will be reimbursed mileage as per current Grey County policy. or
other similar travel costs.
