By-Law 5287-26
A By-law to Appoint an Acting Treasurer for the County of Grey
WHEREAS Section 286 (1) of the Municipal Act, 2001, as amended, states that a
municipal shall appoint a Treasurer;
AND WHEREAS the Council of the Corporation of the County of Grey deems it
expedient and necessary to appoint a Treasurer;
NOW THEREFORE BE IT RESOLVED THAT THE COUNCIL OF
THE CORPORATION OF THE COUNTY OF GREY HEREBY ENACTS AS FOLLOWS:
1. That Susan Murray is hereby appointed Acting Treasurer for the Corporation of the
County of Grey effective July 9, 2026.
2. That in accordance with Section 286 (1) of the Municipal Act, 2001, as amended, the
authority of the Treasurer shall be responsible for the financial management of the
County of Grey in accordance with provincial legislation and approved policies of
Council.
3. The Treasurer shall be paid such salary and benefits as prescribed from time to time
by County Council.
4. Where the provisions of any other by-laws are inconsistent with the provisions of this
by-law, the provisions of this by-law shall prevail.
5. This By-law shall come into force and effect on the date of final passing thereof.
ENACTED AND PASSED this 9th day of July, 2026.

By-Law 5288-26
A By-Law to Adopt Amendment No. 30 to the County of Grey Official Plan
affecting lands described Part Lot 13, Concession 14 West, in the geographic
township of Normanby, Municipality of West Grey.
The Council of the County of Grey, in accordance with the provisions of Sections 17 and
21 of the Planning Act, R.S.O. 1990, as amended, hereby enacts as follows:
1. Amendment No. 30 to the County of Grey Official Plan is hereby adopted.
2. This By-law shall come into force and take effect on the day of the final passing
thereof, subject to the provisions of the Planning Act, R.S.O. 1990, as amended.
ENACTED AND PASSED this 9th day of June, 2026.

Part A – The Preamble
Purpose
The purpose of the County Official Plan Amendment (File No. 42-05-010-OPA
30) is to re-designate the subject lands from ‘Agricultural’ and ‘Hazard Lands’ to
‘Agricultural with Exceptions’ and ‘Hazard Lands’ to permit a surplus farm
dwelling severance on an undersized agricultural lot.
Location
The lands affected by the proposed Official Plan Amendment are described as
Part Lot 13, Concession 14 West, in the geographic township of Normanby,
Municipality of West Grey and a civic address of 221513 Grey Road 9.
Basis
The proponent, in support of the application, provided a Planning Justification
Report to address the requirements of the Provincial Planning Statement (PPS)
and the County Official Plan. A Planning Justification Report and Agricultural
Brief were prepared to justify the resignation of the lands from ‘Agricultural’ to
‘Agricultural with Exceptions’ to support residential lot creation (surplus
farmhouse) on an undersized agricultural lot. These background reports can be
found in Appendix A and B.
The applicant, J&K Argo Services Inc, is seeking approval for lot creation to
sever a residence that has been deemed surplus to their farming operation. The
purpose of the proposed Official Plan Amendment is to facilitate the creation of a
0.48 hectares lot containing an existing farmhouse and barn and to retain
approximately 20.89 hectares lot for agricultural purposes only. The severed and
retained lands have frontage on Grey Road 9.
The County and the Municipality held a joint public meeting on April 21, 2026.
Agency comments are detailed in Planning Report PDR-CW-25-26 which is
included as Appendix E. The minutes from the public meeting are attached as
Appendix C.

Based on the supporting material, the Official Plan Amendment was
recommended for approval by the Grey County Committee of the Whole on June
25, 2026.

Part B – The Amendment
All this part of the document entitled ‘Part B – The Amendment’ consisting of the
following text and Schedules constitutes Amendment No. 30 to the County of Grey
Official Plan.
Details of the Amendment
The Official Plan of the County of Grey Planning Area is amended as follows:
1. Schedule A – Land Use Designations – Map 3 is hereby amended by changing
the designation of the lands shown on Schedule ‘A’ affixed hereto from the
‘Agricultural’ land use designation to the ‘Agricultural - Site Specific” land use
designation. The ‘Hazard Lands’ designation is not changing through this
amendment.
2. Section 5.2.3 is hereby amended by adding a new subsection (7) as follows:
7) Notwithstanding the provisions of this subsection for those lands
described as Part Lot 13, Concession 14 West (221513 Grey Road 9), in
the geographic township of Normanby, Municipality of West Grey and
indicated on the attached Schedule A to this Plan, the following shall
apply:
i. A surplus farm dwelling severance may be permitted.

Implementation and Interpretation
The changes to the Official Plan described in this Amendment shall be implemented in
accordance with the implementation policy of the Official Plan of the County of Grey as
contained in Section 9.3 thereof.

as information supporting the Amendment.

A By-law to confirm all actions and proceedings of the Council
WHEREAS Section 5 of the Municipal Act, 2001, as amended, states that the powers of
a municipality shall be exercised by its Council;
AND WHEREAS Section 5 (3) of the Municipal Act, 2001, as amended, provides that
municipal powers shall be exercised by by-law;
NOW THEREFORE BE IT RESOLVED THAT THE COUNCIL OF
THE CORPORATION OF THE COUNTY OF GREY HEREBY ENACTS AS FOLLOWS:
1. The actions of the Council of the Corporation of the County of Grey at its meetings
held from June 25, 2026, to date, in respect of each recommendation contained in
the Reports to Committee of the Whole, and each motion and resolution passed,
and any other actions taken by Council at these meetings are hereby adopted and
confirmed as if such proceedings were expressly embodied in this By-law.
2. The Warden and proper officers of the Corporation of the County of Grey are hereby
authorized and directed to do all things necessary to give effect to the said action, to
obtain approvals where required and to execute all documents necessary in that
behalf.
