Congestion tolls. Traffic originating outside the city should be paying for transit in town either directly via tolls or by parking outside the city and taking a bus/train in. I’d love to see this in Toronto as well.

It kind of feels like you might need a bit of extra revenue to provide the transit they are missing in the first place.
