00:32:07 Speaker 20: McNab. I think of this problem
00:32:08 Speaker 20: all the time. I can see
00:32:10 Speaker 20: it. Good morning, Warden County Council.
00:32:13 Speaker 20: Here today to talk about the
00:32:15 Speaker 20: Dundalk Aromatic Base. Currently in Gray
00:32:18 Speaker 20: County, we own eight bases or
00:32:19 Speaker 20: lease bases to make up the
00:32:21 Speaker 20: eight. And currently, we're in the
00:32:23 Speaker 20: process of moving forward with building
00:32:25 Speaker 20: of the Feversham Base as a
00:32:30 Speaker 20: part of the comprehensive deployment review
00:32:32 Speaker 20: that took place in 22 and
00:32:34 Speaker 20: into 2023. Part of that was
00:32:35 Speaker 20: to build additional bases throughout the
00:32:38 Speaker 20: county. The deployment review looked at
00:32:39 Speaker 20: the current bases. Looked at the
00:32:42 Speaker 20: current base locations and determined they
00:32:45 Speaker 20: were in the right location. With
00:32:48 Speaker 20: Dundalk being located right in the
00:32:52 Speaker 20: town of Dundalk, and then being
00:32:54 Speaker 20: able to have places for analysts
00:32:57 Speaker 20: to park to match the resources
00:32:59 Speaker 20: that were coming. Part of the
00:33:01 Speaker 20: plan was to add additional bases
00:33:05 Speaker 20: throughout the county to reduce response
00:33:08 Speaker 20: times in our rural areas. So
00:33:10 Speaker 20: the plan being, Feversham was in
00:33:13 Speaker 20: 2025, and then 2025, and then
00:33:15 Speaker 20: Eton in 2026. Eighton in 2026,
00:33:17 Speaker 20: Thorburnberry in 2027, and Cobble Beach
00:33:18 Speaker 20: in 2028, and then there was
00:33:20 Speaker 20: Holstein. I believe it's 2031, but
00:33:22 Speaker 20: in 2023 we removed that base
00:33:25 Speaker 20: at this time, just to to
00:33:27 Speaker 20: budget reductions. So earlier this year,
00:33:29 Speaker 20: we were formally notified that due
00:33:31 Speaker 20: to growth in in Dundalk, that
00:33:33 Speaker 20: the fire department would be requiring
00:33:35 Speaker 20: the use of their full hall
00:33:37 Speaker 20: to hold the fire. Uh, to
00:33:43 Speaker 20: hold the fire trucks needed for
00:33:45 Speaker 20: to deliver service in their area,
00:33:48 Speaker 20: and this picture on the screen
00:33:50 Speaker 20: is where our current base is
00:33:54 Speaker 20: now. Uh, we have the the
00:33:58 Speaker 20: door that's marked there, and we
00:34:00 Speaker 20: occupied the bottom right corner of
00:34:02 Speaker 20: that building. Uh, we've been there
00:34:04 Speaker 20: since 2004, and it's been a
00:34:05 Speaker 20: great location and cool habited with
00:34:09 Speaker 20: the fire department. Uh, quite nicely
00:34:12 Speaker 20: there. The uh, because of the
00:34:15 Speaker 20: move, uh, we have. Of the
00:34:18 Speaker 20: move, we have been looking at
00:34:21 Speaker 20: other areas within Dundalk, and this
00:34:24 Speaker 20: area is owned by the County
00:34:26 Speaker 20: of Gray, just off of Gray
00:34:28 Speaker 20: Street and Glenelg. Across access from
00:34:31 Speaker 20: Glenelg and Gray Street West, you
00:34:33 Speaker 20: can see there. That's the area
00:34:35 Speaker 20: of the old salt dome, as
00:34:36 Speaker 20: well as there's some open land
00:34:39 Speaker 20: in that area. There, there is
00:34:41 Speaker 20: an operations facility there that for
00:34:44 Speaker 20: the transportation. department for winter operations,
00:34:45 Speaker 20: there's no proposed changes at this
00:34:48 Speaker 20: time. When we brought this report
00:34:49 Speaker 20: back in February, as a part
00:34:51 Speaker 20: of the acquisition of the Fever
00:34:57 Speaker 20: Sham land, we did bring up
00:35:00 Speaker 20: about this potential as a as
00:35:03 Speaker 20: a that was going to be
00:35:05 Speaker 20: happening in the Dundalk area, and
00:35:06 Speaker 20: at that time we wondered about
00:35:10 Speaker 20: you know converting that place. We
00:35:11 Speaker 20: have done preliminary looks at this
00:35:18 Speaker 20: with. our in-house architect, and it's
00:35:21 Speaker 20: determined that there will be significant
00:35:23 Speaker 20: costs to be have to renovate
00:35:24 Speaker 20: that building, and most likely not
00:35:26 Speaker 20: a good option this time to
00:35:29 Speaker 20: renovate that versus building a base.
00:35:30 Speaker 20: So, pending further site analysis, we
00:35:32 Speaker 20: we feel that the best option
00:35:34 Speaker 20: would be is to build on
00:35:36 Speaker 20: the open area of the land
00:35:38 Speaker 20: at that depot. Again, keeping in
00:35:39 Speaker 20: mind that all the Keeping in
00:35:40 Speaker 20: mind if all the testing was
00:35:42 Speaker 20: back okay with that location, with
00:35:44 Speaker 20: the review next year happening if
00:35:45 Speaker 20: it gets approved with the budget,
00:35:47 Speaker 20: we understand that this is a
00:36:00 Speaker 20: lot of pressure with bases building
00:36:01 Speaker 01: going forward, and that's one thing
00:36:02 Speaker 01: that we will commit to do.
00:36:03 Speaker 02: Is part of this is to
00:36:06 Speaker 02: look at our base builds over
00:36:08 Speaker 02: the next coming years with eight
00:36:10 Speaker 02: eight and starting next year, and
00:36:11 Speaker 02: to ensure that you know. that
00:36:13 Speaker 02: but the plan that we have
00:36:15 Speaker 02: in place is still required based
00:36:20 Speaker 02: upon call volume, and the requirements
00:36:25 Speaker 02: are still there. So we would
00:36:27 Speaker 15: hope to have that report back

00:37:17 Speaker 20: put one in between, or are
00:37:18 Speaker 20: they too far apart? And just
00:37:20 Speaker 20: a follow up is if. we
00:37:22 Speaker 20: have to build a new base
00:37:27 Speaker 20: for Dundalk this year, would the
00:37:31 Speaker 20: other bases be put off for
00:37:31 Speaker 20: by a year? Are you thinking
00:37:35 Speaker 20: build build one in this year
00:37:37 Speaker 20: and build another one next year?
00:37:41 Speaker 20: So you'd have two bases built
00:37:44 Speaker 20: within that budget year. So just
00:37:46 Speaker 20: a thought. I believe the first
00:37:47 Speaker 20: question around Dundalk, where it is,
00:37:50 Speaker 20: there is a significant open area
00:37:53 Speaker 20: to the west of Dundalk, that
00:37:55 Speaker 20: between Mount Forest and Dundalk into
00:37:56 Speaker 20: that area. So, moving if you
00:37:59 Speaker 20: move closer to Feversham, I think
00:38:00 Speaker 20: you would pull away more from
00:38:02 Speaker 20: that southwest area of the county.
00:38:03 Speaker 20: So, I'm not sure if we're
00:38:06 Speaker 20: going any further that way. would
00:38:07 Speaker 20: be advisable as far as response
00:38:14 Speaker 20: times go into the mid portion
00:38:15 Speaker 20: of Southgate. As far as building
00:38:18 Speaker 21: bases, yes, we already have Fieberheim
00:38:22 Speaker 21: on the way, and this would
00:38:24 Speaker 21: be a second one through 26.

00:38:28 Speaker 21: 2026, and we have talked here

00:44:51 Speaker 22: interest paid in our grant. Um,
00:44:56 Speaker 22: in Infrastructure Ontario, lending rate yesterday
00:44:57 Speaker 22: for a twenty-five year borrow was
00:45:02 Speaker 22: rough, just just under four point

00:57:57 Speaker 24: also looking at ways to streamline
00:57:59 Speaker 24: the planning process. Just as an
00:58:02 Speaker 24: interesting side note, I believe the
00:58:04 Speaker 24: lengthy presentation and discussion on that
00:58:06 Speaker 24: report was where we first got
00:58:08 Speaker 24: branded as delaying council from their
00:58:10 Speaker 24: nourishment breaks. Reflecting back, maybe not
7.b PDR-CW-60-25 Town of The Blue Mountains Delegated Planning Approval Authority Request
Town of The Blue Mountains Council requested further delegated planning approvals for draft plans, final registrations, and condominium exemptions currently held by Simcoe County. Staff meetings between Town and County officials mapped a process that includes hosting a joint public meeting to gather feedback before drafting a memorandum of understanding. If approved, the delegation would shift approval authority from County Committee or staff to the municipality while retaining county review roles for transportation and ecology impacts.

00:58:16 Speaker 24: outcomes of that 2022 report were
00:58:18 Speaker 24: that staff were directed to further
00:58:20 Speaker 24: explore efficiencies in the planning process,
00:58:23 Speaker 24: both at the county and and
00:58:25 Speaker 24: working with our municipal partners. And
00:58:26 Speaker 24: that's been done by subsequent reports
00:58:28 Speaker 24: and acts. By subsequent reports and
00:58:29 Speaker 24: actions, but the council also supported
00:58:31 Speaker 24: a motion which which said that
00:58:34 Speaker 24: if municipalities were seeking further delegated
00:58:36 Speaker 24: planning approvals, they simply needed to
00:58:38 Speaker 24: pass a motion at their municipal
00:58:40 Speaker 24: council requesting as such, and then
00:58:42 Speaker 24: staff could enter into discussions to
00:58:45 Speaker 24: to explore those those potential delegated
00:58:47 Speaker 24: approvals. Excuse me. Up until
00:58:49 Speaker 24: the summer of twenty twenty five,
00:58:51 Speaker 24: we didn't have any such requests
00:58:53 Speaker 24: from municipalities in gray, but in
00:58:55 Speaker 24: June of twenty five, town of
00:58:57 Speaker 24: the Blue Mountains. 25. Town of
00:58:58 Speaker 24: the Blue Mountains Council supported a
00:59:01 Speaker 24: motion requesting some further delegated approvals.
00:59:03 Speaker 24: Following the passing of that motion
00:59:05 Speaker 24: by Town Council, Town and County
00:59:06 Speaker 24: staff have met on on a
00:59:09 Speaker 24: number of occasions to to start
00:59:10 Speaker 24: to map out a process of
00:59:13 Speaker 24: what this could look like if
00:59:14 Speaker 24: the County were to delegate said
00:59:16 Speaker 24: approvals. Following those those discussions, Town
00:59:17 Speaker 24: staff prepared an additional staff report
00:59:18 Speaker 24: in in October of 25
00:59:21 Speaker 24: and got authorization from Town Council
00:59:23 Speaker 24: to proceed to a joint public
00:59:25 Speaker 24: meeting to be able to explore.
00:59:27 Speaker 24: this topic further, and so just
00:59:30 Speaker 24: as a bit of a refresher
00:59:31 Speaker 24: here, the specific delegated approvals in
00:59:33 Speaker 24: in in question are the delegation
00:59:35 Speaker 24: of the approval of draft plans
00:59:38 Speaker 24: of subdivision and condominium, including both
00:59:40 Speaker 24: redline revisions to those plans as
00:59:43 Speaker 24: well as draft plan extensions to
00:59:45 Speaker 24: plans of subdivision and condominium. It
00:59:47 Speaker 24: would also include final approval and
00:59:49 Speaker 24: registration of subdivisions and condominiums. It
00:59:52 Speaker 24: would include part lock control, and
00:59:53 Speaker 24: it could also include condominium exemptions
00:59:55 Speaker 24: in that regard. excuse me. So,
00:59:56 Speaker 24: just as a bit of a
00:59:58 Speaker 24: refresher here, the county currently holds
00:59:59 Speaker 24: the approvals that I've just listed
01:00:01 Speaker 24: for eight of our nine member
01:00:02 Speaker 24: municipalities, all except for the City
01:00:04 Speaker 24: of Owen Sound, who retained those
01:00:06 Speaker 24: approvals when they rejoined the county
01:00:09 Speaker 24: after previously being a separated municipality.
01:00:12 Speaker 24: With respect to the above noted
01:00:13 Speaker 24: approvals, some of the approvals are
01:00:15 Speaker 24: currently done by County Committee of
01:00:17 Speaker 24: the Whole, so that would be
01:00:20 Speaker 24: things like draft approval of subdivision
01:00:23 Speaker 24: condominiums, versus other approvals are more
01:00:25 Speaker 24: administrative in nature, such. as condominium
01:00:27 Speaker 24: exemptions or part lock control, and
01:00:28 Speaker 24: those have been delegated to county
01:00:29 Speaker 24: staff. Regardless of whether or not
01:00:30 Speaker 24: it's committee, the whole making the
01:00:32 Speaker 24: approval or or county staff making
01:00:34 Speaker 24: the approval, none of these approvals
01:00:37 Speaker 24: are ever done without significant consultation
01:00:39 Speaker 24: with the host member municipality. So,
01:00:41 Speaker 24: regardless of of of who the
01:00:44 Speaker 24: person signing the letter or approving
01:00:46 Speaker 24: it is, it's always done in
01:00:49 Speaker 24: in discussion and in concert with
01:00:51 Speaker 24: with member municipalities. And so, just
01:00:54 Speaker 24: to to And so, just to
01:00:55 Speaker 24: loop back to the town of
01:00:57 Speaker 24: Blue Mountains in specifics, so county
01:01:00 Speaker 24: staff and town staff have met
01:01:01 Speaker 24: on a number of occasions, as
01:01:02 Speaker 24: I said, to discuss this process.

01:01:06 Speaker 24: to eye on what this process
01:01:08 Speaker 24: could look like moving forward, and

01:01:17 Speaker 24: would be the hosting of a

01:01:28 Speaker 24: directly reach out to the public
01:01:29 Speaker 24: at that stage. So we thought
01:01:30 Speaker 24: a good next step could be
01:01:33 Speaker 24: a public meeting in that regard,
01:01:35 Speaker 24: where we could hear feedback and
01:01:37 Speaker 24: and such. Following that, staff would
01:01:39 Speaker 24: work together between the town and
01:01:40 Speaker 24: the county to look at what
01:01:41 Speaker 24: what a draft memorandum of understanding
01:01:43 Speaker 24: could look like to to share
01:01:46 Speaker 24: those to delegate those approvals. Council
01:01:47 Speaker 24: may recall that in that. 2022
01:01:49 Speaker 24: report, there was a link to
01:01:50 Speaker 24: a memorandum of understanding that
01:01:53 Speaker 24: Simcoe County had used to delegate
01:01:54 Speaker 24: such approvals to one of their
01:01:57 Speaker 24: member municipalities in that regard. One
01:01:59 Speaker 24: of the key questions when we
01:02:01 Speaker 24: get to some of the further
01:02:03 Speaker 24: steps, and particularly with respect to
01:02:05 Speaker 24: that MOU, will be whether or
01:02:06 Speaker 24: not such delegations are to occur
01:02:08 Speaker 24: on a go-forward basis only, whether
01:02:11 Speaker 24: the delegation is also meant to
01:02:13 Speaker 24: apply to retroactively. So those
01:02:15 Speaker 24: would be subdivisions and condominiums that
01:02:17 Speaker 24: might already be in. process at
01:02:19 Speaker 24: the time when the delegation happens,
01:02:23 Speaker 24: if it is to happen, or
01:02:25 Speaker 24: whether or not there's a phased
01:02:26 Speaker 24: delegated approach in that regard. So
01:02:28 Speaker 24: maybe in the in the short
01:02:30 Speaker 24: term, it's only done on a
01:02:32 Speaker 24: go for basis, and there's a
01:02:34 Speaker 24: plan put in place to to
01:02:36 Speaker 24: delegate some of those those in
01:02:38 Speaker 24: process applications on a longer term
01:02:40 Speaker 24: basis. There's certainly pros and cons
01:02:41 Speaker 24: to both approaches, and that's something
01:02:43 Speaker 24: staff at the town and the
01:02:44 Speaker 24: county would love to dig into
01:02:46 Speaker 24: further. Again, should there be support
01:02:48 Speaker 24: for this approach, so if delegation
01:02:51 Speaker 24: were to happen, it would mean
01:02:53 Speaker 24: that the county would be would
01:02:55 Speaker 24: still be a review body on
01:02:57 Speaker 24: subdivisions and condominiums versus currently being
01:03:00 Speaker 24: the approval body. So, there would
01:03:01 Speaker 24: be some staff time savings on
01:03:04 Speaker 24: on the county's end, and and
01:03:06 Speaker 24: that actually would result in some
01:03:07 Speaker 24: some savings in in county council
01:03:10 Speaker 24: agendas in that regard as well.
01:03:13 Speaker 24: With respect to an estimate that,
01:03:15 Speaker 24: and it's a very ballpark at
01:03:16 Speaker 24: this stage, that twenty twenty two
01:03:17 Speaker 24: staff report estimated that for for
01:03:20 Speaker 24: the planners and and our our
01:03:23 Speaker 24: planning administrative assistance Planning administrative assistant.
01:03:24 Speaker 24: We would see approximately one third
01:03:26 Speaker 24: less staff time on subdivisions and
01:03:28 Speaker 24: condominium applications. Some of our partner
01:03:29 Speaker 24: departments and staff that review such
01:03:31 Speaker 24: applications, such as our transportation services
01:03:33 Speaker 24: and ecology staff, would still need
01:03:34 Speaker 24: to be reviewing the applications with
01:03:37 Speaker 24: respect to their impact on county
01:03:40 Speaker 24: roads and with respect to the
01:03:43 Speaker 24: the natural environment impact. And so
01:03:44 Speaker 24: their roles are unlikely to change
01:03:45 Speaker 24: because their their review role doesn't
01:03:46 Speaker 24: really change whether it's the town
01:03:50 Speaker 24: making the decision or the county
01:03:51 Speaker 24: making the decision. This Or the
01:03:55 Speaker 02: county making the decision in this
01:03:57 Speaker 02: regard. So at this point, with
01:03:58 Speaker 25: respect to the staff report, there's
01:04:01 Speaker 25: no specific financial or resource implications
01:04:02 Speaker 25: for this initial report. As the
01:04:03 Speaker 25: warden read the the motion, it's
01:04:05 Speaker 25: simply seeking authorization to move forward
01:04:07 Speaker 25: with some further investigations, including a
01:04:09 Speaker 25: public meeting. Should delegation occur at
01:04:10 Speaker 25: some point in the future, and
01:04:12 Speaker 25: and should that delegation be be
01:04:14 Speaker 25: applied retroactively, it could mean that
01:04:15 Speaker 25: additional resources are needed, at least

01:04:52 Speaker 24: expenditures, particularly from an appeals related
01:04:55 Speaker 24: process with. respect to appeals to
01:04:58 Speaker 24: the Ontario Land Tribunal. So, with

01:06:24 Speaker 24: with respect to some of the
01:06:28 Speaker 24: the back end dealings on some
01:06:30 Speaker 24: of those files. Once once council
01:06:31 Speaker 24: has already made their approvals and
01:06:33 Speaker 24: staff are working through that that
01:06:34 Speaker 24: registration process in that regard, and

01:07:32 Speaker 25: consideration and feedback in that regard

01:07:38 Speaker 25: the things we've talked about on
01:07:39 Speaker 25: a staff to staff basis is
01:07:41 Speaker 25: as we're we're potentially drafting that
01:07:42 Speaker 25: MOU would be to have some
01:07:45 Speaker 25: further discussions with some of our
01:07:46 Speaker 25: neighbours that have been through this
01:07:49 Speaker 25: before. I know informally in talking
01:07:50 Speaker 25: to Simcoe County staff, they've delegated
01:07:51 Speaker 25: these approvals to to most of
01:07:52 Speaker 25: their member municipalities, and they certainly
01:07:54 Speaker 25: said the process have all evolved
01:07:55 Speaker 25: from the first time they delegated
01:07:59 Speaker 25: it to the most recent time
01:08:01 Speaker 26: they delegated it, and there's been
01:08:04 Speaker 26: lesson learned. So we're we're hopeful
01:08:07 Speaker 26: that maybe we can we can
01:08:08 Speaker 26: build upon some of those lessons
01:08:09 Speaker 26: learned in in other counties, and
01:08:11 Speaker 26: and and maybe have a more
01:08:13 Speaker 17: expeditious MOU process in that regard.

01:08:18 Speaker 17: direction either from from county council
01:08:19 Speaker 17: or the direction provided back to

01:10:25 Speaker 24: Tribunal proceeding as the approval authority
01:10:28 Speaker 24: on the subdivision. and the municipality
01:10:30 Speaker 24: would be the the would would
01:10:32 Speaker 24: also be party to those same
01:10:34 Speaker 24: proceedings as the approval authority on
01:10:35 Speaker 24: the zoning bylaw amendment. And so,

01:28:24 Speaker 27: been awarded on the books, and
01:28:27 Speaker 27: so. that's why there's two surveys
01:28:29 Speaker 27: that are that maybe could have
01:28:33 Speaker 27: been one, but couldn't because most
01:28:35 Speaker 27: operators, when you find themselves in
01:28:37 Speaker 27: this situation, so in looking at
01:28:39 Speaker 27: what staff is recommending that be
01:28:41 Speaker 27: included in the response, just confirming
01:28:43 Speaker 27: that there are no plans for
01:28:46 Speaker 27: the existing Rockwood Terrace building following
01:28:49 Speaker 27: the completion and transition to the
01:28:50 Speaker 27: new Rockwood Long Term Care Home,
01:28:52 Speaker 27: and that we plan to have
01:28:54 Speaker 27: those. discussions regarding future use to
01:28:56 Speaker 27: begin in 2026. I give an
01:28:59 Speaker 27: overview of the facility age and
01:29:02 Speaker 27: and the assets that go along
01:29:03 Speaker 27: with it. The existing building is
01:29:07 Speaker 27: nearly 50 years old and increasingly
01:29:09 Speaker 27: requires significant asset management investment. A
01:29:11 Speaker 27: modern, efficient long-term care home would
01:29:15 Speaker 27: require extensive redevelopment to meet the
01:29:17 Speaker 27: current standards and regulatory requirements. And
01:29:19 Speaker 27: there's an opportunity for us to
01:29:25 Speaker 27: comment on the. operational constraints and
01:29:27 Speaker 27: the capital investment, staffing is another
01:29:29 Speaker 28: area of concern or potential risk
01:29:31 Speaker 28: in operating a second long-term care
01:29:35 Speaker 28: home, kind of on that campus.
01:29:37 Speaker 28: Operating both facilities would acquire would
01:29:39 Speaker 15: require approximately 190 additional specialized staff,
01:29:44 Speaker 15: and we're actively working on our
01:29:47 Speaker 15: recruitment and onboarding plan for the
01:29:49 Speaker 15: additional 35 staff to. operate the
01:29:56 Speaker 15: new long-term care home in the
01:30:01 Speaker 15: new building. So I think it's
01:30:02 Speaker 15: important that we comment on that
01:30:05 Speaker 27: in the survey. And and then
01:30:08 Speaker 27: the financial impact. Just noting that
01:30:09 Speaker 27: Gray County currently contributes twenty-five to
01:30:11 Speaker 27: thirty thousand dollars per bed annually
01:30:13 Speaker 27: from the levy to support long-term
01:30:16 Speaker 27: care operations. And adding beds would
01:30:19 Speaker 27: significantly increase the the county's financial
01:30:28 Speaker 27: burden. And then finally. any comments
01:30:29 Speaker 27: on the potential for redevelopment? Should
01:30:33 Speaker 27: the above challenges be addressed? And
01:30:34 Speaker 27: pending extensive feasibility analysis, in italics,
01:30:37 Speaker 27: there may be potential to redevelop
01:30:39 Speaker 29: the existing building to support continued
01:30:40 Speaker 29: long-term care use over the next
01:30:41 Speaker 29: 25 to 50 years. This would
01:30:43 Speaker 29: require sustained investment in asset management
01:30:45 Speaker 29: to extend the building's life plan
01:30:47 Speaker 29: lifespan. And if the county were
01:30:49 Speaker 29: to be considered as an operator
01:30:52 Speaker 29: and all. Considered as an operator,
01:30:53 Speaker 29: an alternative operating and capital funding
01:30:57 Speaker 29: model would be required to address
01:30:59 Speaker 29: the significant concerns with additional burden
01:31:00 Speaker 29: on the county property tax-supported budgets,
01:31:02 Speaker 29: and any future reuse would be
01:31:03 Speaker 29: subject to county council's further review,
01:31:04 Speaker 29: evaluation, and approval. And so, I'll
01:31:07 Speaker 29: leave it at that. The the

01:34:31 Speaker 30: think we need to have that
01:34:32 Speaker 30: conversation sooner than later as well.

01:34:36 Speaker 30: McQueen's comments and questions, as as
01:34:37 Speaker 30: Director Cornell has noted, we we
01:34:38 Speaker 30: don't have confirmed plans, but the

01:34:42 Speaker 30: conversations and discussions with Council in
01:34:43 Speaker 30: 2026 to explore. In 2026, explore
01:34:45 Speaker 30: those options further, which could be
01:34:46 Speaker 30: what was identified as a potentially
01:34:48 Speaker 30: assisted living facility or affordable housing
01:34:50 Speaker 30: build, whatever might be. We want

01:34:55 Speaker 30: in terms of what that looks

01:34:59 Speaker 30: not that's county operation the facility

01:35:03 Speaker 30: well. So so all those options
01:35:05 Speaker 30: and everything in between would be
01:35:06 Speaker 30: potentially reviewed in 2026 with council.

01:35:10 Speaker 30: to follow up, that I think
01:35:15 Speaker 30: even more importantly, as we go

01:36:11 Speaker 07: class three home. I mean, we
01:36:14 Speaker 07: were. told for a long time
01:36:15 Speaker 07: that you know that home couldn't
01:36:17 Speaker 07: be redeveloped; it was going to
01:36:20 Speaker 07: be far too expensive. And now
01:36:23 Speaker 07: they're turning around and looking at
01:36:24 Speaker 07: the potential of possibly doing it.
01:36:26 Speaker 07: So I guess if you could
01:36:30 Speaker 07: refresh my memory on what the
01:36:31 Speaker 07: cost was going to be for
01:36:33 Speaker 07: us. I mean, we're we're into
01:36:36 Speaker 07: ninety-six million dollars now on a
01:36:38 Speaker 07: new build, and if there was
01:36:41 Speaker 07: potential that this current home could
01:36:44 Speaker 07: be redeveloped, I guess I'm not

01:36:49 Speaker 07: coming from. Why it would even

01:37:14 Speaker 07: actual current building and how that's

01:37:28 Speaker 30: 2022, the estimated cost to redevelop
01:37:31 Speaker 30: the existing facility at that time
01:37:32 Speaker 30: to meet the standards at that
01:37:34 Speaker 30: time as well was was 14
01:37:36 Speaker 30: million. However, we think this would
01:37:38 Speaker 30: be obviously significantly higher today to
01:37:40 Speaker 30: the building's obviously age. Obviously, the
01:37:43 Speaker 30: changes that we've seen in terms
01:37:45 Speaker 30: of the regulatory legislative requirements. as
01:37:46 Speaker 30: well, so as well as what
01:37:47 Speaker 30: we've seen in terms of construction
01:37:49 Speaker 30: costs overall. So that's the the
01:37:50 Speaker 30: latest figure that we have, which
01:37:51 Speaker 30: is now 13 years old, was
01:37:53 Speaker 30: was still pretty significant investment even
01:37:54 Speaker 30: back in those days, dollars so
01:37:56 Speaker 30: to speak. In 2023, we also
01:37:57 Speaker 30: did a follow up study completed
01:37:58 Speaker 30: to explore the potential repurposing of
01:37:59 Speaker 30: the existing Rockwood Terrace building once
01:38:02 Speaker 30: the new facility is completed, and
01:38:03 Speaker 30: the proposal considered at that time
01:38:05 Speaker 30: potentially converting the building. into 54
01:38:08 Speaker 30: affordable rental units. That report noted
01:38:10 Speaker 30: that while the structure is generally
01:38:12 Speaker 30: in good condition, repurposing would require
01:38:17 Speaker 30: a full replacement and renewal of
01:38:18 Speaker 30: all the mechanical, electrical, plumbing, and
01:38:20 Speaker 27: sprinkler systems, many of which are
01:38:22 Speaker 27: ending their their their lifespan. A
01:38:23 Speaker 27: class D cost estimate of approximately
01:38:26 Speaker 27: 20 million was provided at that
01:38:29 Speaker 27: time for internal renovations for a
01:38:30 Speaker 27: 54 unit affordable rental unit. So,
01:38:33 Speaker 27: so just to give you some
01:38:36 Speaker 27: context in terms of what what
01:38:39 Speaker 27: we're aware of based on previous
01:38:42 Speaker 27: studies and work, but like I
01:38:44 Speaker 27: said, we we think it would
01:38:47 Speaker 27: be significant cost to increase to
01:38:50 Speaker 27: to take that class C building
01:38:51 Speaker 27: to a class A facility to
01:38:53 Speaker 27: meet the current long term care
01:38:55 Speaker 27: requirements, and that's just that cost
01:38:59 Speaker 27: plus all the other challenges, as
01:39:04 Speaker 27: noted in the report, about actually
01:39:07 Speaker 27: operating it as a long term
01:39:09 Speaker 27: care facility. Thank you. No, the.
01:39:12 Speaker 11: report was very good. It was
01:39:16 Speaker 11: just more from a history standpoint.
01:39:18 Speaker 11: You know, I think about the
01:39:20 Speaker 11: Onsound Hospital built in 1984, so
01:39:23 Speaker 11: it is the same age as
01:39:26 Speaker 11: what Rockwood is. And I, I
01:39:29 Speaker 11: don't believe anyone would ever think
01:39:31 Speaker 11: about tearing down that hospital. But
01:39:34 Speaker 11: here we have a long-term care
01:39:35 Speaker 11: facility that we made a significant
01:39:37 Speaker 11: investment, and you know, I think
01:39:40 Speaker 11: a lot of us do believe
01:39:43 Speaker 11: that there's value in that building.
01:39:48 Speaker 11: It is still a good building.
01:39:52 Speaker 11: From not that I'm an engineer,
01:39:55 Speaker 11: but I've been in it a
01:39:57 Speaker 27: number of times, and. In it,
01:39:59 Speaker 27: in a number of times, and
01:40:02 Speaker 27: it it's a pretty good building,
01:40:07 Speaker 27: and it would be nice to
01:40:11 Speaker 27: see it repurposed. Not that we
01:40:14 Speaker 27: want to take it on, or
01:40:17 Speaker 27: at least I don't think we
01:40:20 Speaker 27: should be taking it on at

01:40:25 Speaker 27: in that building. So I wasn't

01:41:30 Speaker 11: Council is, sooner than later, bringing
01:41:33 Speaker 11: some of those discussions and options
01:41:36 Speaker 11: for consideration of potential uses for
01:41:39 Speaker 11: that existing building. Go to Councillor

01:42:47 Speaker 11: a number of years of discussion
01:42:49 Speaker 11: and debate, and so the Rock
01:42:54 Speaker 11: And so, the Rockwood Terrace proposal
01:42:58 Speaker 11: that was submitted to the province
01:43:02 Speaker 11: and subsequently approved was the the
01:43:03 Speaker 27: standalone build of the 128 beds,
01:43:05 Speaker 27: so 28 additional beds to the
01:43:07 Speaker 27: 100 existing in a new building.
01:43:11 Speaker 27: And so, this survey is specifically
01:43:12 Speaker 27: just looking at what are operators
01:43:16 Speaker 27: doing with the old building, and
01:43:21 Speaker 27: is there any options there that
01:43:26 Speaker 27: the Ministry of Long Term Care
01:43:29 Speaker 27: should know about in order to
01:43:32 Speaker 27: make. their plans or or fulfil
01:43:36 Speaker 27: their commitments. So my follow up.

01:44:13 Speaker 27: beds at Grade Gables, would our
01:44:16 Speaker 27: response could our response help? elevate
01:44:20 Speaker 27: better funding to support the expansion
01:44:26 Speaker 27: of great or the the new
01:44:31 Speaker 27: development at Great Gables. I'm thinking
01:44:36 Speaker 27: the the funding currently available for
01:44:37 Speaker 27: that that that development was not
01:44:38 Speaker 27: as significant as Rockwood Terrace, or
01:44:41 Speaker 27: it's it's gone backward, and and
01:44:45 Speaker 27: and and I want to thank
01:44:50 Speaker 27: you also for pointing out that.
01:44:52 Speaker 27: the taxpayer in Gray County contributes
01:44:54 Speaker 27: twenty-five to thirty thousand dollars per
01:44:58 Speaker 27: bed per year, and when you
01:45:02 Speaker 27: factor that into three hundred and
01:45:04 Speaker 27: nineteen beds, that's seven and a
01:45:07 Speaker 27: half to almost ten million dollars—eight
01:45:09 Speaker 27: to ten million dollars—that that the
01:45:13 Speaker 27: taxpayer is funding to house our
01:45:17 Speaker 27: seniors, and I think it's significant.

01:47:50 Speaker 18: Gray Gables proposal, is probably the
01:47:54 Speaker 18: most supportive funding policy of the
01:48:00 Speaker 18: iterations of construction funding. I'm looking

01:48:08 Speaker 18: say that that's close. The the
01:48:11 Speaker 18: challenge with the Gray Gables proposal
01:48:13 Speaker 27: is that the the funding, the
01:48:15 Speaker 27: construction funding, and the capital funding
