00:12:09 Speaker 06: much for highlighting different different aspects
00:12:10 Speaker 06: of local government all week long.
00:12:11 Speaker 06: I think that's been a great
00:12:15 Speaker 06: public public relations exercise to be
00:12:17 Speaker 06: able to show people what happens
00:12:18 Speaker 06: beneath the layers of what we
00:12:20 Speaker 06: know as local government. So this
00:12:23 Speaker 06: week does mark local local. government
00:12:25 Speaker 06: week all across Ontario as the
00:12:27 Speaker 06: level as the level of government
00:12:29 Speaker 06: that's closest to the people. Municipalities
00:12:31 Speaker 06: are tasked with providing many services
00:12:33 Speaker 06: and programmemes that we all use
00:12:35 Speaker 06: on a daily basis. They are
00:12:37 Speaker 06: a critical element to our government
00:12:39 Speaker 06: system. So thank you to all
00:12:40 Speaker 06: of you who are here as
00:12:42 Speaker 06: elected officials. Thank you to all
00:12:44 Speaker 06: of our staff, and thank you
00:12:46 Speaker 06: to the many volunteers that help
00:12:48 Speaker 06: keep our local government moving, who
00:12:50 Speaker 06: work every day for the betterment
00:12:55 Speaker 06: of our communities. and we
00:13:00 Speaker 06: also have another recognition. October
00:13:03 Speaker 06: is National Disability Employment Awareness Month.
00:13:06 Speaker 06: Every October, Canadians come together to
00:13:08 Speaker 06: celebrate the contributions of people
00:13:12 Speaker 06: with disabilities in strengthening workplaces through
00:13:14 Speaker 06: inclusion. This month also raises awareness
00:13:16 Speaker 06: of the barriers people with disabilities
00:13:18 Speaker 06: continue to face and encourages us
00:13:20 Speaker 06: to take action. to build a
00:13:24 Speaker 06: truly inclusive economy. More than one
00:13:26 Speaker 06: in four Canadians has a disability,
00:13:29 Speaker 06: and 74% of those workers experience
00:13:33 Speaker 06: barriers at work. 67% face barriers
00:13:36 Speaker 06: even before they are hired. The
00:13:38 Speaker 06: cost of exclusion is high. Closing
00:13:41 Speaker 06: the disability employment gap has the
00:13:45 Speaker 06: potential to greatly increase Canada's
00:13:47 Speaker 06: GDP. Further statistics show that inclusive
00:13:49 Speaker 06: companies experience higher income and revenue,
00:13:53 Speaker 06: and up to 25% higher
00:13:55 Speaker 06: productivity. More information on National Disability
00:13:58 Speaker 06: Employment Awareness Month can be found

00:14:16 Speaker 06: good morning, County Council. I'm I'm
00:14:19 Speaker 07: pleased to share some positive news
00:14:21 Speaker 07: regarding the Ministry of Health paramedic
00:14:23 Speaker 07: service review, which took place last
00:14:24 Speaker 07: week. The service review is conducted
00:14:26 Speaker 07: by the Ministry of Health every
00:14:29 Speaker 07: three years to evaluate compliance
00:14:32 Speaker 07: with provincial standards. It includes on-site
00:14:35 Speaker 07: inspections, documentation reviews, and performance evaluation.
00:14:36 Speaker 07: A lot of work goes in
00:14:38 Speaker 07: behind the scenes in order to
00:14:41 Speaker 07: prepare for these service reviews for
00:14:44 Speaker 07: for our paramedics team. Eventually, we'll
00:14:46 Speaker 07: receive a full service report. which
00:14:47 Speaker 07: we'll bring back to council with
00:14:50 Speaker 07: the full results from that review.
00:14:52 Speaker 07: Review, but we're happy to report
00:14:54 Speaker 07: that our paramedics team received very
00:14:56 Speaker 07: positive feedback from the Ministry Health
00:14:58 Speaker 07: Service review team. The reviewers were
00:15:00 Speaker 07: impressed by the professionalism, the warmth,
00:15:03 Speaker 07: and preparedness of our staff. They
00:15:05 Speaker 07: especially highlighted how helpful and friendly
00:15:07 Speaker 07: our paramedics were with the field
00:15:09 Speaker 07: investigators, and how organised and prepared
00:15:11 Speaker 07: Kevin and his admin team were.
00:15:12 Speaker 07: So, I just want to both
00:15:14 Speaker 07: thank and congratulate Kevin and the.
00:15:16 Speaker 07: Paramedics team for all their work
00:15:18 Speaker 07: in preparing and organising for this
00:15:20 Speaker 07: review, and for receiving such positive
00:15:22 Speaker 07: initial feedback from the Ministry of
00:15:32 Speaker 07: Health review team. So, congrats to
00:15:33 Speaker 08: him! Excellent news to begin our
00:15:34 Speaker 08: morning. And with that, I'll put
00:15:36 Speaker 08: it out to County Council members
00:15:37 Speaker 02: for news to share. We'll start
00:15:40 Speaker 02: with the Deputy Warden. Thank you,
00:15:43 Speaker 02: Warden Matrissau, and. Ward and Matrosov,
00:15:46 Speaker 09: and this is a little after
00:15:48 Speaker 09: the fact, but on Tuesday of
00:15:51 Speaker 09: this week, I attended the screening,
00:15:54 Speaker 09: two screenings actually, of a film
00:15:56 Speaker 09: that was created by a gentleman
00:15:58 Speaker 09: by the name of Colin Field,
00:16:00 Speaker 09: and it deals with the farmerettes.
00:16:01 Speaker 09: I don't know if anybody here
00:16:05 Speaker 09: has ever heard of the farmerettes,
00:16:08 Speaker 09: but from 1941 to 1952, up
00:16:10 Speaker 09: to upwards of about 50 to
00:16:11 Speaker 10: 60,000 young girls. from the ages
00:16:16 Speaker 10: of I think it was 16
00:16:19 Speaker 10: to around 25, harvested primarily fruits
00:16:21 Speaker 10: and vegetables in Ontario, primarily in
00:16:23 Speaker 10: the Niagara area. But there were
00:16:25 Speaker 10: camps in various places around the
00:16:27 Speaker 10: the province, and it was a
00:16:30 Speaker 10: very heartwarming story. There was actually
00:16:33 Speaker 10: two farmettes in attendance at the
00:16:34 Speaker 10: one o'clock showing. The one lady
00:16:36 Speaker 10: is 99 years old, and the
00:16:38 Speaker 10: other lady is 96, and they
00:16:39 Speaker 10: were both very eager to tell
00:16:41 Speaker 10: their story. the film was called
00:16:43 Speaker 10: "We Lend a Hand," and it
00:16:44 Speaker 10: was about the farmerettes and that
00:16:47 Speaker 10: whole programme back in the 40s
00:16:50 Speaker 10: during the war. Service takes many
00:16:51 Speaker 10: forms, and as some of you
00:16:54 Speaker 10: might know, armies march on their
00:16:56 Speaker 10: stomach. So most of the young
00:16:58 Speaker 10: men were overseas fighting, but they
00:17:00 Speaker 10: can't do that unless they have
00:17:04 Speaker 10: food to eat. And farmerettes literally
00:17:06 Speaker 10: saved the harvest from those years,
00:17:08 Speaker 10: so the food could be processed
00:17:09 Speaker 10: and sent over. Food could be
00:17:11 Speaker 10: processed and sent overseas to feed
00:17:13 Speaker 10: our armies in the fight against
00:17:14 Speaker 10: the Nazis. So it was, as
00:17:17 Speaker 10: I say, it's a little after
00:17:20 Speaker 10: the fact, but I was part
00:17:22 Speaker 10: of the the programme, which I'm
00:17:23 Speaker 10: very thrilled to be be included
00:17:25 Speaker 10: in that. And I do want
00:17:26 Speaker 10: to point out that Gray Roots
00:17:27 Speaker 10: was a wonderful host. They did
00:17:29 Speaker 10: a wonderful job of looking after
00:17:31 Speaker 10: us, Doug Cleverly and the other
00:17:32 Speaker 10: staff down there. So thank you
00:17:34 Speaker 10: for that. And anyway, if you're
00:17:38 Speaker 10: looking for a really neat story,
00:17:40 Speaker 10: look up the Farmerettes. It's a
00:17:42 Speaker 02: it's a remarkable story. Well, with
00:17:45 Speaker 02: sharing, that's wonderful. Thank you. And

00:18:03 Speaker 11: a vacancy on our council seat.
00:18:06 Speaker 11: So, we filled that last Wednesday
00:18:09 Speaker 11: night, and starting November fifth. we
00:18:11 Speaker 11: will be welcoming EJ Macomb, and
00:18:15 Speaker 11: for that Friday night is our
00:18:16 Speaker 11: movie night at the Kilsyth Derby
00:18:18 Speaker 11: Arena, and the kids will start
00:18:20 Speaker 11: trick or treating at five thirty,
00:18:25 Speaker 11: and the movie starts at seven
00:18:27 Speaker 11: o'clock with Polka's Polkas. So we're
00:18:30 Speaker 02: looking forward to that. Excellent, and

00:19:55 Speaker 13: Lions. We'll be in Durham Saturday

00:20:05 Speaker 13: Newstead, we have the Craft Show.

00:20:12 Speaker 13: maybe in Grand Traverse County, at
00:20:16 Speaker 13: the Newstead Arena on November the
00:20:18 Speaker 13: first. And then, as the deputy
00:20:21 Speaker 13: warden was saying, the warriors of
00:20:25 Speaker 13: of the area don't go very
00:20:28 Speaker 13: far unless they're fed. So on
00:20:31 Speaker 13: the Sunday afternoon, the Newstead Lions
00:20:34 Speaker 13: for their tremendous cultural delight, the
00:20:36 Speaker 13: pork and root dinner. The pork
00:20:40 Speaker 13: and croak dinner is on, and
00:20:42 Speaker 13: if you haven't been to it,
00:20:46 Speaker 13: you should get there. It is
00:20:51 Speaker 13: very wonderful. And to Mister Millen,
00:20:53 Speaker 13: my mother was one of those
00:20:54 Speaker 02: farmettes that spent many a summer
00:20:57 Speaker 02: in Niagara harvesting those crops. So

00:21:22 Speaker 15: Southgate Chamber of Commerce held their
00:21:24 Speaker 15: business or rewards awards, with regards
00:21:26 Speaker 15: at the Homestead Resort, which is
00:21:29 Speaker 15: in the lovely municipality of Southgate.
00:21:32 Speaker 15: Right. The mayors and deputy mayors
00:21:34 Speaker 15: were attendance from the four municipalities
00:21:34 Speaker 15: from that area. good to see
00:21:36 Speaker 15: you, Scott. Nice to see you
00:21:39 Speaker 15: today. There was a number of
00:21:40 Speaker 15: awards were were had, and it
00:21:43 Speaker 15: was congratulations to all the winners.

00:21:46 Speaker 15: good time. It was really good
00:21:48 Speaker 15: to reflect back on the volunteers
00:21:50 Speaker 15: and all that of our of
00:21:51 Speaker 15: our communities as well. Also to

00:21:54 Speaker 15: the Blue Jays are going into
00:21:56 Speaker 15: the World Series. I don't think

00:22:11 Speaker 15: I think tomorrow night the Raptors
00:22:13 Speaker 15: are playing as well as the
00:22:15 Speaker 15: Blue Jays. But just of note,
00:22:17 Speaker 15: as we know that the last
00:22:20 Speaker 15: World Series champs, which was the
00:22:22 Speaker 15: Blue Jays back in 32 years
00:22:23 Speaker 15: ago in 1893, I actually have
00:22:24 Speaker 15: baseball with a number of signatures
00:22:26 Speaker 15: from 1993. If you wish to
00:22:27 Speaker 15: take a look, I my wife
00:22:29 Speaker 15: and I. My wife and I—time
00:22:30 Speaker 15: she wasn't my wife—but at the
00:22:31 Speaker 15: time we were in Florida the
00:22:34 Speaker 15: following year, and we went to
00:22:37 Speaker 15: Dunedin and had a ball, and
00:22:38 Speaker 15: and had a lot of the
00:22:39 Speaker 15: players sign the ball, so it
00:22:41 Speaker 15: was sort of a cool thing
00:22:43 Speaker 15: at that time. But because they
00:22:44 Speaker 15: were looking at possibly being contenders
00:22:46 Speaker 15: for the '94, but if you
00:22:48 Speaker 15: remember back, there was some kind
00:22:51 Speaker 15: of a strike, and that year
00:22:52 Speaker 15: was cancelled, and the and the
00:22:59 Speaker 15: Expos were doing very well that

00:26:05 Speaker 18: through training programmemes, and there's some
00:26:07 Speaker 18: changes coming to the base,
00:26:09 Speaker 18: and they're predominantly going to be
00:26:11 Speaker 18: focused on infantry training and leadership
00:26:13 Speaker 18: training going forward. So it's it's
00:26:14 Speaker 18: really exciting, and I wonder at
00:26:17 Speaker 18: some point if we shouldn't invite
00:26:20 Speaker 18: the lieutenant colonel to come and
00:26:23 Speaker 18: present to County Council because it's

00:32:08 Speaker 25: all the time. I can see
00:32:10 Speaker 25: it. Good morning, Warden County Council.
00:32:13 Speaker 25: Here today to talk about the
00:32:15 Speaker 25: Dundalk Aromatic Base. Currently in Gray
00:32:18 Speaker 25: County, we own eight bases or
00:32:19 Speaker 25: lease bases to make up the
00:32:21 Speaker 25: eight. And currently, we're in the
00:32:23 Speaker 25: process of moving forward with building
00:32:25 Speaker 25: of the Feversham Base as a
00:32:30 Speaker 25: part of the comprehensive deployment review
00:32:32 Speaker 25: that took place in 22 and
00:32:34 Speaker 25: into 2023. Part of that was
00:32:35 Speaker 25: to build additional bases throughout the
00:32:38 Speaker 25: county. The deployment review looked at
00:32:39 Speaker 25: the current bases. Looked at the
00:32:42 Speaker 25: current base locations and determined they
00:32:45 Speaker 25: were in the right location. With
00:32:48 Speaker 25: Dundalk being located right in the
00:32:52 Speaker 25: town of Dundalk, and then being
00:32:54 Speaker 25: able to have places for analysts
00:32:57 Speaker 25: to park to match the resources
00:32:59 Speaker 25: that were coming. Part of the
00:33:01 Speaker 25: plan was to add additional bases
00:33:05 Speaker 25: throughout the county to reduce response
00:33:08 Speaker 25: times in our rural areas. So
00:33:10 Speaker 25: the plan being, Feversham was in
00:33:13 Speaker 25: 2025, and then 2025, and then
00:33:15 Speaker 25: Eton in 2026. Eighton in 2026,
00:33:17 Speaker 25: Thorburnberry in 2027, and Cobble Beach
00:33:18 Speaker 25: in 2028, and then there was
00:33:20 Speaker 25: Holstein. I believe it's 2031, but
00:33:22 Speaker 25: in 2023 we removed that base
00:33:25 Speaker 25: at this time, just to to
00:33:27 Speaker 25: budget reductions. So earlier this year,
00:33:29 Speaker 25: we were formally notified that due
00:33:31 Speaker 25: to growth in in Dundalk, that
00:33:33 Speaker 25: the fire department would be requiring
00:33:35 Speaker 25: the use of their full hall
00:33:37 Speaker 25: to hold the fire. Uh, to
00:33:43 Speaker 25: hold the fire trucks needed for
00:33:45 Speaker 25: to deliver service in their area,
00:33:48 Speaker 25: and this picture on the screen
00:33:50 Speaker 25: is where our current base is
00:33:54 Speaker 25: now. Uh, we have the the
00:33:58 Speaker 25: door that's marked there, and we
00:34:00 Speaker 25: occupied the bottom right corner of
00:34:02 Speaker 25: that building. Uh, we've been there
00:34:04 Speaker 25: since 2004, and it's been a
00:34:05 Speaker 25: great location and cool habited with
00:34:09 Speaker 25: the fire department. Uh, quite nicely
00:34:12 Speaker 25: there. The uh, because of the
00:34:15 Speaker 25: move, uh, we have. Of the
00:34:18 Speaker 25: move, we have been looking at
00:34:21 Speaker 25: other areas within Dundalk, and this
00:34:24 Speaker 25: area is owned by the County
00:34:26 Speaker 25: of Gray, just off of Gray
00:34:28 Speaker 25: Street and Glenelg. Across access from
00:34:31 Speaker 25: Glenelg and Gray Street West, you
00:34:33 Speaker 25: can see there. That's the area
00:34:35 Speaker 25: of the old salt dome, as
00:34:36 Speaker 25: well as there's some open land
00:34:39 Speaker 25: in that area. There, there is
00:34:41 Speaker 25: an operations facility there that for
00:34:44 Speaker 25: the transportation. department for winter operations,
00:34:45 Speaker 25: there's no proposed changes at this
00:34:48 Speaker 25: time. When we brought this report
00:34:49 Speaker 25: back in February, as a part
00:34:51 Speaker 25: of the acquisition of the Fever
00:34:57 Speaker 25: Sham land, we did bring up
00:35:00 Speaker 25: about this potential as a as
00:35:03 Speaker 25: a that was going to be
00:35:05 Speaker 25: happening in the Dundalk area, and
00:35:06 Speaker 25: at that time we wondered about
00:35:10 Speaker 25: you know converting that place. We
00:35:11 Speaker 25: have done preliminary looks at this
00:35:18 Speaker 25: with. our in-house architect, and it's
00:35:21 Speaker 25: determined that there will be significant
00:35:23 Speaker 25: costs to be have to renovate
00:35:24 Speaker 25: that building, and most likely not
00:35:26 Speaker 25: a good option this time to
00:35:29 Speaker 25: renovate that versus building a base.
00:35:30 Speaker 25: So, pending further site analysis, we
00:35:32 Speaker 25: we feel that the best option
00:35:34 Speaker 25: would be is to build on
00:35:36 Speaker 25: the open area of the land
00:35:38 Speaker 25: at that depot. Again, keeping in
00:35:39 Speaker 25: mind that all the Keeping in
00:35:40 Speaker 25: mind if all the testing was
00:35:42 Speaker 25: back okay with that location, with
00:35:44 Speaker 25: the review next year happening if
00:35:45 Speaker 25: it gets approved with the budget,
00:35:47 Speaker 25: we understand that this is a
00:36:00 Speaker 25: lot of pressure with bases building
00:36:01 Speaker 01: going forward, and that's one thing
00:36:02 Speaker 01: that we will commit to do.
00:36:03 Speaker 02: Is part of this is to
00:36:06 Speaker 02: look at our base builds over
00:36:08 Speaker 02: the next coming years with eight
00:36:10 Speaker 02: eight and starting next year, and

00:58:04 Speaker 35: lengthy presentation and discussion on that
00:58:06 Speaker 35: report was where we first got
00:58:08 Speaker 35: branded as delaying council from their

00:58:45 Speaker 35: to explore those those potential delegated
00:58:47 Speaker 35: approvals. Excuse me. Up until
00:58:49 Speaker 35: the summer of twenty twenty five,
00:58:51 Speaker 35: we didn't have any such requests
00:58:53 Speaker 35: from municipalities in gray, but in
00:58:55 Speaker 35: June of twenty five, town of
00:58:57 Speaker 35: the Blue Mountains. 25. Town of
00:58:58 Speaker 35: the Blue Mountains Council supported a
00:59:01 Speaker 35: motion requesting some further delegated approvals.
00:59:03 Speaker 35: Following the passing of that motion
00:59:05 Speaker 35: by Town Council, Town and County
00:59:06 Speaker 35: staff have met on on a
00:59:09 Speaker 35: number of occasions to to start
00:59:10 Speaker 35: to map out a process of
00:59:13 Speaker 35: what this could look like if
00:59:14 Speaker 35: the County were to delegate said
00:59:16 Speaker 35: approvals. Following those those discussions, Town
00:59:17 Speaker 35: staff prepared an additional staff report
00:59:18 Speaker 35: in in October of 25
00:59:21 Speaker 35: and got authorization from Town Council
00:59:23 Speaker 35: to proceed to a joint public
00:59:25 Speaker 35: meeting to be able to explore.
00:59:27 Speaker 35: this topic further, and so just
00:59:30 Speaker 35: as a bit of a refresher
00:59:31 Speaker 35: here, the specific delegated approvals in
00:59:33 Speaker 35: in in question are the delegation
00:59:35 Speaker 35: of the approval of draft plans
00:59:38 Speaker 35: of subdivision and condominium, including both
00:59:40 Speaker 35: redline revisions to those plans as
00:59:43 Speaker 35: well as draft plan extensions to
00:59:45 Speaker 35: plans of subdivision and condominium. It
00:59:47 Speaker 35: would also include final approval and
00:59:49 Speaker 35: registration of subdivisions and condominiums. It
00:59:52 Speaker 35: would include part lock control, and
00:59:53 Speaker 35: it could also include condominium exemptions
00:59:55 Speaker 35: in that regard. excuse me. So,
00:59:56 Speaker 35: just as a bit of a
00:59:58 Speaker 35: refresher here, the county currently holds
00:59:59 Speaker 35: the approvals that I've just listed
01:00:01 Speaker 35: for eight of our nine member
01:00:02 Speaker 35: municipalities, all except for the City
01:00:04 Speaker 35: of Owen Sound, who retained those
01:00:06 Speaker 35: approvals when they rejoined the county
01:00:09 Speaker 35: after previously being a separated municipality.
01:00:12 Speaker 35: With respect to the above noted
01:00:13 Speaker 35: approvals, some of the approvals are
01:00:15 Speaker 35: currently done by County Committee of
01:00:17 Speaker 35: the Whole, so that would be
01:00:20 Speaker 35: things like draft approval of subdivision
01:00:23 Speaker 35: condominiums, versus other approvals are more
01:00:25 Speaker 35: administrative in nature, such. as condominium
01:00:27 Speaker 35: exemptions or part lock control, and
01:00:28 Speaker 35: those have been delegated to county
01:00:29 Speaker 35: staff. Regardless of whether or not
01:00:30 Speaker 35: it's committee, the whole making the
01:00:32 Speaker 35: approval or or county staff making
01:00:34 Speaker 35: the approval, none of these approvals
01:00:37 Speaker 35: are ever done without significant consultation
01:00:39 Speaker 35: with the host member municipality. So,
01:00:41 Speaker 35: regardless of of of who the
01:00:44 Speaker 35: person signing the letter or approving
01:00:46 Speaker 35: it is, it's always done in
01:00:49 Speaker 35: in discussion and in concert with
01:00:51 Speaker 35: with member municipalities. And so, just
01:00:54 Speaker 35: to to And so, just to
01:00:55 Speaker 35: loop back to the town of
01:00:57 Speaker 35: Blue Mountains in specifics, so county
01:01:00 Speaker 35: staff and town staff have met
01:01:01 Speaker 35: on a number of occasions, as
01:01:02 Speaker 35: I said, to discuss this process.
01:01:04 Speaker 35: I think staff are seeing eye
01:01:06 Speaker 35: to eye on what this process
01:01:08 Speaker 35: could look like moving forward, and
01:01:10 Speaker 35: we both agreed that a potential
01:01:12 Speaker 35: next step, subject to any feedback
01:01:14 Speaker 35: or support from county council today,
01:01:17 Speaker 35: would be the hosting of a
01:01:18 Speaker 35: joint public meeting. As council may
01:01:20 Speaker 35: recall, there was significant consultation done
01:01:22 Speaker 35: leading up to that 2022 report,
01:01:23 Speaker 35: both with the development industry and
01:01:25 Speaker 35: municipalities, with respect to what delegations
01:01:27 Speaker 35: could look like, but we didn't
01:01:28 Speaker 35: directly reach out to the public
01:01:29 Speaker 35: at that stage. So we thought
01:01:30 Speaker 35: a good next step could be
01:01:33 Speaker 35: a public meeting in that regard,
01:01:35 Speaker 35: where we could hear feedback and
01:01:37 Speaker 35: and such. Following that, staff would
01:01:39 Speaker 35: work together between the town and
01:01:40 Speaker 35: the county to look at what
01:01:41 Speaker 35: what a draft memorandum of understanding
01:01:43 Speaker 35: could look like to to share
01:01:46 Speaker 35: those to delegate those approvals. Council
01:01:47 Speaker 35: may recall that in that. 2022
01:01:49 Speaker 35: report, there was a link to
01:01:50 Speaker 35: a memorandum of understanding that
01:01:53 Speaker 35: Simcoe County had used to delegate
01:01:54 Speaker 35: such approvals to one of their
01:01:57 Speaker 35: member municipalities in that regard. One
01:01:59 Speaker 35: of the key questions when we
01:02:01 Speaker 35: get to some of the further
01:02:03 Speaker 35: steps, and particularly with respect to
01:02:05 Speaker 35: that MOU, will be whether or
01:02:06 Speaker 35: not such delegations are to occur
01:02:08 Speaker 35: on a go-forward basis only, whether
01:02:11 Speaker 35: the delegation is also meant to
01:02:13 Speaker 35: apply to retroactively. So those
01:02:15 Speaker 35: would be subdivisions and condominiums that
01:02:17 Speaker 35: might already be in. process at
01:02:19 Speaker 35: the time when the delegation happens,
01:02:23 Speaker 35: if it is to happen, or
01:02:25 Speaker 35: whether or not there's a phased
01:02:26 Speaker 35: delegated approach in that regard. So
01:02:28 Speaker 35: maybe in the in the short
01:02:30 Speaker 35: term, it's only done on a
01:02:32 Speaker 35: go for basis, and there's a
01:02:34 Speaker 35: plan put in place to to
01:02:36 Speaker 35: delegate some of those those in
01:02:38 Speaker 35: process applications on a longer term
01:02:40 Speaker 35: basis. There's certainly pros and cons
01:02:41 Speaker 35: to both approaches, and that's something
01:02:43 Speaker 35: staff at the town and the
01:02:44 Speaker 35: county would love to dig into
01:02:46 Speaker 35: further. Again, should there be support
01:02:48 Speaker 35: for this approach, so if delegation
01:02:51 Speaker 35: were to happen, it would mean
01:02:53 Speaker 35: that the county would be would
01:02:55 Speaker 35: still be a review body on
01:02:57 Speaker 35: subdivisions and condominiums versus currently being
01:03:00 Speaker 35: the approval body. So, there would
01:03:01 Speaker 35: be some staff time savings on
01:03:04 Speaker 35: on the county's end, and and
01:03:06 Speaker 35: that actually would result in some
01:03:07 Speaker 35: some savings in in county council
01:03:10 Speaker 35: agendas in that regard as well.
01:03:13 Speaker 35: With respect to an estimate that,
01:03:15 Speaker 35: and it's a very ballpark at
01:03:16 Speaker 35: this stage, that twenty twenty two
01:03:17 Speaker 35: staff report estimated that for for
01:03:20 Speaker 35: the planners and and our our
01:03:23 Speaker 35: planning administrative assistance Planning administrative assistant.
01:03:24 Speaker 35: We would see approximately one third
01:03:26 Speaker 35: less staff time on subdivisions and
01:03:28 Speaker 35: condominium applications. Some of our partner
01:03:29 Speaker 35: departments and staff that review such
01:03:31 Speaker 35: applications, such as our transportation services
01:03:33 Speaker 35: and ecology staff, would still need
01:03:34 Speaker 35: to be reviewing the applications with
01:03:37 Speaker 35: respect to their impact on county
01:03:40 Speaker 35: roads and with respect to the
01:03:43 Speaker 35: the natural environment impact. And so
01:03:44 Speaker 35: their roles are unlikely to change
01:03:45 Speaker 35: because their their review role doesn't
01:03:46 Speaker 35: really change whether it's the town
01:03:50 Speaker 35: making the decision or the county
01:03:51 Speaker 35: making the decision. This Or the
01:03:55 Speaker 36: county making the decision in this
01:03:57 Speaker 36: regard. So at this point, with
01:03:58 Speaker 37: respect to the staff report, there's
01:04:01 Speaker 37: no specific financial or resource implications
01:04:02 Speaker 37: for this initial report. As the
01:04:03 Speaker 37: warden read the the motion, it's
01:04:05 Speaker 37: simply seeking authorization to move forward
01:04:07 Speaker 37: with some further investigations, including a
01:04:09 Speaker 37: public meeting. Should delegation occur at
01:04:10 Speaker 37: some point in the future, and
01:04:12 Speaker 37: and should that delegation be be
01:04:14 Speaker 37: applied retroactively, it could mean that
01:04:15 Speaker 37: additional resources are needed, at least
01:04:17 Speaker 37: on a temporary basis, as it
01:04:19 Speaker 37: pertains to both transferring the files
01:04:22 Speaker 37: themselves. and and from a records
01:04:23 Speaker 37: management basis, and so certainly at
01:04:25 Speaker 37: both the town and the county,
01:04:29 Speaker 37: we'd need to look further into
01:04:30 Speaker 37: what that means, and there could
01:04:31 Speaker 35: be financial financial implications that would
01:04:33 Speaker 35: be explored in that future staff
01:04:36 Speaker 35: report with respect to the revenue
01:04:40 Speaker 35: impacts it would have on the
01:04:42 Speaker 35: county. On the one hand, it
01:04:43 Speaker 35: could be less application revenue coming
01:04:46 Speaker 35: in. On the other hand, it
01:04:50 Speaker 35: might mean that there's slightly less
01:04:52 Speaker 35: expenditures, particularly from an appeals related
01:04:55 Speaker 35: process with. respect to appeals to
01:04:58 Speaker 35: the Ontario Land Tribunal. So, with
01:05:02 Speaker 35: that, that's all I have at
01:05:04 Speaker 35: this stage. But certainly happy to
01:05:05 Speaker 35: take any questions from Council if

01:06:08 Speaker 38: in in the town's report. It
01:06:10 Speaker 38: certainly would be some additional staff
01:06:12 Speaker 38: time at at the town level.
01:06:14 Speaker 38: In speaking with with Mr. Postma,
01:06:17 Speaker 38: I don't think it would be
01:06:19 Speaker 38: significant, but no doubt that there
01:06:21 Speaker 38: would be some additional staff time.
01:06:23 Speaker 38: particularly on on the administrative end,
01:06:24 Speaker 38: with respect to some of the
01:06:28 Speaker 38: the back end dealings on some
01:06:30 Speaker 38: of those files. Once once council
01:06:31 Speaker 38: has already made their approvals and
01:06:33 Speaker 38: staff are working through that that
01:06:34 Speaker 38: registration process in that regard, and
01:06:37 Speaker 38: I apologize, Councillor Bourdonjon. I I
01:06:39 Speaker 38: answered your second question first, and
01:06:41 Speaker 38: in the process, I forgot your

01:07:18 Speaker 38: put. together the framework of what
01:07:21 Speaker 37: that draft memorandum of understanding could
01:07:23 Speaker 37: look like, ultimately that draft memorandum
01:07:24 Speaker 37: of understanding would need to be
01:07:26 Speaker 37: presented back to to both town
01:07:29 Speaker 37: council and county council for their
01:07:32 Speaker 37: consideration and feedback in that regard
01:07:34 Speaker 37: before there could be any bylaw
01:07:36 Speaker 37: passed to delegate it. One of
01:07:38 Speaker 37: the things we've talked about on
01:07:39 Speaker 37: a staff to staff basis is
01:07:41 Speaker 37: as we're we're potentially drafting that
01:07:42 Speaker 37: MOU would be to have some
01:07:45 Speaker 37: further discussions with some of our
01:07:46 Speaker 37: neighbours that have been through this
01:07:49 Speaker 37: before. I know informally in talking
01:07:50 Speaker 37: to Simcoe County staff, they've delegated
01:07:51 Speaker 37: these approvals to to most of
01:07:52 Speaker 37: their member municipalities, and they certainly
01:07:54 Speaker 37: said the process have all evolved
01:07:55 Speaker 37: from the first time they delegated
01:07:59 Speaker 37: it to the most recent time
01:08:01 Speaker 39: they delegated it, and there's been
01:08:04 Speaker 39: lesson learned. So we're we're hopeful
01:08:07 Speaker 39: that maybe we can we can
01:08:08 Speaker 39: build upon some of those lessons
01:08:09 Speaker 39: learned in in other counties, and
01:08:11 Speaker 39: and and maybe have a more
01:08:13 Speaker 19: expeditious MOU process in that regard.
01:08:16 Speaker 19: But certainly happy. to take any
01:08:18 Speaker 19: direction either from from county council
01:08:19 Speaker 19: or the direction provided back to
01:08:20 Speaker 19: town staff from town council on
01:08:21 Speaker 19: what those next steps and and

01:10:20 Speaker 40: those were to get appealed, most
01:10:22 Speaker 40: typically the county would be a
01:10:23 Speaker 40: party to the the Ontario Land
01:10:25 Speaker 40: Tribunal proceeding as the approval authority
01:10:28 Speaker 40: on the subdivision. and the municipality
01:10:30 Speaker 40: would be the the would would
01:10:32 Speaker 40: also be party to those same
01:10:34 Speaker 40: proceedings as the approval authority on
01:10:35 Speaker 40: the zoning bylaw amendment. And so,
01:10:37 Speaker 10: if the county was no longer
01:10:40 Speaker 10: the approval authority, there's less likelihood
01:10:41 Speaker 10: that the county would be included
01:10:43 Speaker 10: or wish to seek status at

01:22:48 Speaker 02: and just hopefully continue on with
01:22:50 Speaker 02: the the existing working relationship we

01:26:14 Speaker 41: Matrasovs, who just read through the
01:26:16 Speaker 41: recommendations of the the motions of
01:26:20 Speaker 41: the report. I just want to
01:26:23 Speaker 41: remind County Council of the. demographic
01:26:26 Speaker 41: surge that we're expecting over the
01:26:27 Speaker 41: next few years in terms of
01:26:30 Speaker 41: the need for long-term care, and
01:26:32 Speaker 41: we believe that that is what
01:26:34 Speaker 41: has prompted the province to be
01:26:36 Speaker 41: seeking this information and sending out
01:26:40 Speaker 41: these these surveys. That, in addition
01:26:41 Speaker 41: to their commitment to increase the
01:26:44 Speaker 41: number of long-term care beds in
01:26:47 Speaker 41: Ontario, so the warden went did
01:26:48 Speaker 41: an overview of the the recommendation.
01:26:51 Speaker 41: A little bit of a summary
01:26:54 Speaker 41: of the report, and and I
01:26:56 Speaker 41: was just here at council at
01:26:58 Speaker 41: the last council meeting regarding a
01:27:01 Speaker 41: survey regarding the bed allocation at
01:27:04 Speaker 41: Grey Gables to assess the county's
01:27:07 Speaker 41: readiness, and here I am again
01:27:08 Speaker 41: to discuss responding to an additional
01:27:10 Speaker 41: survey that the province has
01:27:12 Speaker 41: issued with a deadline of
01:27:15 Speaker 41: October twenty fourth, requesting. 24th, requesting
01:27:17 Speaker 41: feedback on the potential continued use
01:27:19 Speaker 41: of the existing Rockwood Terrace as
01:27:23 Speaker 41: an operating long-term care home. There's
01:27:25 Speaker 41: lots of details in those recommendations,
01:27:28 Speaker 41: and lots of details in the
01:27:33 Speaker 41: background of the report around previous
01:27:36 Speaker 41: considerations of reuse of Rockwood Terrace.
01:27:38 Speaker 41: And I'm just going to jump
01:27:41 Speaker 41: ahead to page four of
01:27:43 Speaker 41: the report or 40 of
01:27:47 Speaker 41: the package, and just take us
01:27:49 Speaker 41: through what staff are recommending be
01:27:51 Speaker 41: included. For recommending be included in
01:27:54 Speaker 41: the response to this survey, I
01:27:56 Speaker 41: will also just note that it
01:27:58 Speaker 41: is a second survey, and I
01:28:00 Speaker 41: do think the County of Grey
01:28:04 Speaker 41: is in a unique situation that
01:28:07 Speaker 41: probably many operators in the province
01:28:10 Speaker 41: aren't in, where they have a
01:28:13 Speaker 41: current build and a current which
01:28:14 Speaker 41: will result in an existing building
01:28:17 Speaker 41: left vacant, and also a
01:28:20 Speaker 41: current application of beds that have
01:28:24 Speaker 41: been awarded on the books, and
01:28:27 Speaker 41: so. that's why there's two surveys
01:28:29 Speaker 41: that are that maybe could have
01:28:33 Speaker 41: been one, but couldn't because most
01:28:35 Speaker 41: operators, when you find themselves in
01:28:37 Speaker 41: this situation, so in looking at
01:28:39 Speaker 41: what staff is recommending that be
01:28:41 Speaker 41: included in the response, just confirming
01:28:43 Speaker 41: that there are no plans for
01:28:46 Speaker 41: the existing Rockwood Terrace building following
01:28:49 Speaker 41: the completion and transition to the
01:28:50 Speaker 41: new Rockwood Long Term Care Home,
01:28:52 Speaker 41: and that we plan to have
01:28:54 Speaker 41: those. discussions regarding future use to
01:28:56 Speaker 41: begin in 2026. I give an
01:28:59 Speaker 41: overview of the facility age and
01:29:02 Speaker 41: and the assets that go along
01:29:03 Speaker 41: with it. The existing building is
01:29:07 Speaker 41: nearly 50 years old and increasingly
01:29:09 Speaker 41: requires significant asset management investment. A
01:29:11 Speaker 41: modern, efficient long-term care home would
01:29:15 Speaker 41: require extensive redevelopment to meet the
01:29:17 Speaker 41: current standards and regulatory requirements. And
01:29:19 Speaker 41: there's an opportunity for us to
01:29:25 Speaker 41: comment on the. operational constraints and
01:29:27 Speaker 41: the capital investment, staffing is another
01:29:29 Speaker 42: area of concern or potential risk
01:29:31 Speaker 42: in operating a second long-term care
01:29:35 Speaker 42: home, kind of on that campus.
01:29:37 Speaker 42: Operating both facilities would acquire would
01:29:39 Speaker 17: require approximately 190 additional specialized staff,
01:29:44 Speaker 17: and we're actively working on our
01:29:47 Speaker 17: recruitment and onboarding plan for the
01:29:49 Speaker 17: additional 35 staff to. operate the
01:29:56 Speaker 17: new long-term care home in the
01:30:01 Speaker 17: new building. So I think it's
01:30:02 Speaker 17: important that we comment on that
01:30:05 Speaker 41: in the survey. And and then
01:30:08 Speaker 41: the financial impact. Just noting that
01:30:09 Speaker 41: Gray County currently contributes twenty-five to
01:30:11 Speaker 41: thirty thousand dollars per bed annually
01:30:13 Speaker 41: from the levy to support long-term
01:30:16 Speaker 41: care operations. And adding beds would
01:30:19 Speaker 41: significantly increase the the county's financial
01:30:28 Speaker 41: burden. And then finally. any comments
01:30:29 Speaker 41: on the potential for redevelopment? Should
01:30:33 Speaker 41: the above challenges be addressed? And
01:30:34 Speaker 41: pending extensive feasibility analysis, in italics,
01:30:37 Speaker 41: there may be potential to redevelop
01:30:39 Speaker 43: the existing building to support continued
01:30:40 Speaker 43: long-term care use over the next
01:30:41 Speaker 43: 25 to 50 years. This would
01:30:43 Speaker 43: require sustained investment in asset management
01:30:45 Speaker 43: to extend the building's life plan
01:30:47 Speaker 43: lifespan. And if the county were
01:30:49 Speaker 43: to be considered as an operator
01:30:52 Speaker 43: and all. Considered as an operator,
01:30:53 Speaker 43: an alternative operating and capital funding
01:30:57 Speaker 43: model would be required to address
01:30:59 Speaker 43: the significant concerns with additional burden
01:31:00 Speaker 43: on the county property tax-supported budgets,
01:31:02 Speaker 43: and any future reuse would be
01:31:03 Speaker 43: subject to county council's further review,
01:31:04 Speaker 43: evaluation, and approval. And so, I'll
01:31:07 Speaker 43: leave it at that. The the
01:31:08 Speaker 43: list of recommendations ultimately to say
01:31:11 Speaker 43: we're seeking council's approval to complete
01:31:12 Speaker 43: the survey, with those items noted

01:32:08 Speaker 15: the reasons why we have highlighted
01:32:10 Speaker 15: within the report and. we're seeking
01:32:12 Speaker 15: your approval to highlight some of
01:32:13 Speaker 15: the operational constraints. A private operator
01:32:16 Speaker 15: looking for 190 staff right next
01:32:17 Speaker 15: door to where we need 190
01:32:18 Speaker 15: staff would be a significant competition
01:32:19 Speaker 15: in this area. We do feel
01:32:21 Speaker 15: that it would be very difficult
01:32:22 Speaker 15: to staff a secondary home, and
01:32:25 Speaker 15: so we want to make sure
01:32:27 Speaker 15: the province is aware of the
01:32:28 Speaker 15: the constraints that would be here.
01:32:29 Speaker 15: Some of those constraints would only
01:32:32 Speaker 15: apply to the county, but some
01:32:33 Speaker 15: of those constraints would apply if
01:32:35 Speaker 15: the province was looked. Apply if
01:32:36 Speaker 15: the province was look to look
01:32:38 Speaker 15: to a third party to possibly
01:32:41 Speaker 15: take on on that facility, and
01:32:42 Speaker 15: so that one of the reasons
01:32:44 Speaker 15: why we've highlighted those constraints is
01:32:44 Speaker 15: they're not simply constraints that would
01:32:53 Speaker 15: apply to us if we were
01:32:55 Speaker 15: to operate it, but would apply
01:32:59 Speaker 15: if the province was to look

01:33:31 Speaker 07: talked about the possibility of that
01:33:33 Speaker 07: becoming a assisted living building, which
01:33:39 Speaker 07: is a stepping stone for your
01:33:40 Speaker 07: long term care, which to me
01:33:42 Speaker 07: makes a lot more sense. And
01:33:43 Speaker 15: then you're not drawing on the
01:33:45 Speaker 15: same type of stuff as you
01:33:46 Speaker 15: are for the long term care.
01:33:48 Speaker 15: But you're also creating an opportunity
01:33:51 Speaker 15: for that. that before you get,
01:33:53 Speaker 15: and so you're sort of setting
01:33:56 Speaker 15: yourself up for a good, one.
01:33:57 Speaker 15: Maybe that's the wrong way to
01:34:00 Speaker 15: say it, but you know what
01:34:02 Speaker 15: I mean. It's sort of you're
01:34:03 Speaker 15: sort of in the same area.
01:34:04 Speaker 15: To me, that makes a lot
01:34:05 Speaker 15: more sense. And I think was
01:34:06 Speaker 15: just noted on the news just
01:34:07 Speaker 15: the other day that the fast,
01:34:09 Speaker 15: as we all know, this the
01:34:11 Speaker 15: fastest demographic that's growing is the
01:34:12 Speaker 15: baby boomers, which are going to
01:34:16 Speaker 15: have a lot of demands on
01:34:20 Speaker 15: all the systems, as we know,
01:34:21 Speaker 15: and we keep hearing that and
01:34:23 Speaker 15: keep reiterating. So you know, long
01:34:25 Speaker 45: you know, assisted living makes more
01:34:27 Speaker 45: sense in my mind. But I
01:34:31 Speaker 45: think we need to have that
01:34:32 Speaker 45: conversation sooner than later as well.
01:34:33 Speaker 45: Yeah, through your ordinance to Councillor
01:34:36 Speaker 45: McQueen's comments and questions, as as
01:34:37 Speaker 45: Director Cornell has noted, we we
01:34:38 Speaker 45: don't have confirmed plans, but the
01:34:40 Speaker 45: the plan is to start those
01:34:42 Speaker 45: conversations and discussions with Council in
01:34:43 Speaker 45: 2026 to explore. In 2026, explore
01:34:45 Speaker 45: those options further, which could be
01:34:46 Speaker 45: what was identified as a potentially
01:34:48 Speaker 45: assisted living facility or affordable housing
01:34:50 Speaker 45: build, whatever might be. We want
01:34:52 Speaker 45: to explore those options with council
01:34:55 Speaker 45: in terms of what that looks
01:34:57 Speaker 45: like and and and whether or
01:34:59 Speaker 45: not that's county operation the facility
01:35:01 Speaker 45: or a private operating facility as
01:35:03 Speaker 45: well. So so all those options
01:35:05 Speaker 45: and everything in between would be
01:35:06 Speaker 45: potentially reviewed in 2026 with council.
01:35:07 Speaker 45: Is is the current plan. Just
01:35:10 Speaker 45: to follow up, that I think
01:35:15 Speaker 45: even more importantly, as we go
01:35:17 Speaker 45: through that process, I think we
01:35:18 Speaker 02: want to protect ourselves. That we
01:35:19 Speaker 02: want to make sure if we
01:35:22 Speaker 02: did sell it to a private
01:35:24 Speaker 02: consortium, that they weren't putting long
01:35:25 Speaker 02: term care in. With a simple
01:35:27 Speaker 02: fact, it's competition to ourselves. I
01:35:30 Speaker 02: think we want to think about
01:35:34 Speaker 02: that, because you know, staffing and
01:35:36 Speaker 02: all that stuff. Like, why would
01:35:39 Speaker 02: you build? Why would you, you
01:35:42 Speaker 02: know, and then all of a
01:35:44 Speaker 07: sudden they. turn around get you
01:35:45 Speaker 07: know beds, and then they turn
01:35:48 Speaker 07: around and make it long term
01:35:49 Speaker 07: care. Where you you just I
01:35:52 Speaker 07: think you just you know shooting
01:35:55 Speaker 07: yourself in the foot in that

01:36:06 Speaker 07: somewhat surprised that the Ministry is

01:36:11 Speaker 07: class three home. I mean, we
01:36:14 Speaker 07: were. told for a long time
01:36:15 Speaker 07: that you know that home couldn't
01:36:17 Speaker 07: be redeveloped; it was going to
01:36:20 Speaker 07: be far too expensive. And now
01:36:23 Speaker 07: they're turning around and looking at
01:36:24 Speaker 07: the potential of possibly doing it.
01:36:26 Speaker 07: So I guess if you could
01:36:30 Speaker 07: refresh my memory on what the
01:36:31 Speaker 07: cost was going to be for
01:36:33 Speaker 07: us. I mean, we're we're into
01:36:36 Speaker 07: ninety-six million dollars now on a
01:36:38 Speaker 07: new build, and if there was
01:36:41 Speaker 07: potential that this current home could
01:36:44 Speaker 07: be redeveloped, I guess I'm not
01:36:47 Speaker 07: sure where the the math is
01:36:49 Speaker 07: coming from. Why it would even
01:36:50 Speaker 07: be you. know, in in the
01:36:53 Speaker 07: cards to to look at, because
01:36:55 Speaker 07: we've been told all along that

01:36:58 Speaker 07: be far too expensive to to

01:37:13 Speaker 07: the what we've noticed about the
01:37:14 Speaker 07: actual current building and how that's
01:37:16 Speaker 07: changed as well. So I'm not
01:37:17 Speaker 07: sure what kind of response. We'll
01:37:23 Speaker 07: go to the CAO. Thank you

01:37:27 Speaker 07: miss anything, Jen. But back in
01:37:28 Speaker 45: 2022, the estimated cost to redevelop
01:37:31 Speaker 45: the existing facility at that time
01:37:32 Speaker 45: to meet the standards at that
01:37:34 Speaker 45: time as well was was 14
01:37:36 Speaker 45: million. However, we think this would
01:37:38 Speaker 45: be obviously significantly higher today to
01:37:40 Speaker 45: the building's obviously age. Obviously, the
01:37:43 Speaker 45: changes that we've seen in terms
01:37:45 Speaker 45: of the regulatory legislative requirements. as
01:37:46 Speaker 45: well, so as well as what
01:37:47 Speaker 45: we've seen in terms of construction
01:37:49 Speaker 45: costs overall. So that's the the
01:37:50 Speaker 45: latest figure that we have, which
01:37:51 Speaker 45: is now 13 years old, was
01:37:53 Speaker 45: was still pretty significant investment even
01:37:54 Speaker 45: back in those days, dollars so
01:37:56 Speaker 45: to speak. In 2023, we also
01:37:57 Speaker 45: did a follow up study completed
01:37:58 Speaker 45: to explore the potential repurposing of
01:37:59 Speaker 45: the existing Rockwood Terrace building once
01:38:02 Speaker 45: the new facility is completed, and
01:38:03 Speaker 45: the proposal considered at that time
01:38:05 Speaker 45: potentially converting the building. into 54
01:38:08 Speaker 45: affordable rental units. That report noted
01:38:10 Speaker 45: that while the structure is generally
01:38:12 Speaker 45: in good condition, repurposing would require
01:38:17 Speaker 45: a full replacement and renewal of
01:38:18 Speaker 45: all the mechanical, electrical, plumbing, and
01:38:20 Speaker 46: sprinkler systems, many of which are
01:38:22 Speaker 46: ending their their their lifespan. A
01:38:23 Speaker 46: class D cost estimate of approximately
01:38:26 Speaker 46: 20 million was provided at that
01:38:29 Speaker 46: time for internal renovations for a
01:38:30 Speaker 46: 54 unit affordable rental unit. So,
01:38:33 Speaker 46: so just to give you some
01:38:36 Speaker 46: context in terms of what what
01:38:39 Speaker 46: we're aware of based on previous
01:38:42 Speaker 46: studies and work, but like I
01:38:44 Speaker 46: said, we we think it would
01:38:47 Speaker 46: be significant cost to increase to
01:38:50 Speaker 46: to take that class C building
01:38:51 Speaker 46: to a class A facility to
01:38:53 Speaker 46: meet the current long term care
01:38:55 Speaker 46: requirements, and that's just that cost
01:38:59 Speaker 46: plus all the other challenges, as
01:39:04 Speaker 46: noted in the report, about actually
01:39:07 Speaker 46: operating it as a long term
01:39:09 Speaker 46: care facility. Thank you. No, the.
01:39:12 Speaker 47: report was very good. It was
01:39:16 Speaker 47: just more from a history standpoint.
01:39:18 Speaker 47: You know, I think about the
01:39:20 Speaker 47: Onsound Hospital built in 1984, so
01:39:23 Speaker 47: it is the same age as
01:39:26 Speaker 47: what Rockwood is. And I, I
01:39:29 Speaker 47: don't believe anyone would ever think
01:39:31 Speaker 12: about tearing down that hospital. But
01:39:34 Speaker 12: here we have a long-term care
01:39:35 Speaker 12: facility that we made a significant
01:39:37 Speaker 12: investment, and you know, I think
01:39:40 Speaker 12: a lot of us do believe
01:39:43 Speaker 12: that there's value in that building.
01:39:48 Speaker 12: It is still a good building.
01:39:52 Speaker 12: From not that I'm an engineer,
01:39:55 Speaker 12: but I've been in it a
01:39:57 Speaker 48: number of times, and. In it,
01:39:59 Speaker 48: in a number of times, and
01:40:02 Speaker 48: it it's a pretty good building,
01:40:07 Speaker 48: and it would be nice to
01:40:11 Speaker 48: see it repurposed. Not that we
01:40:14 Speaker 48: want to take it on, or
01:40:17 Speaker 48: at least I don't think we
01:40:20 Speaker 48: should be taking it on at
01:40:23 Speaker 48: all. But I think the value
01:40:25 Speaker 48: in that building. So I wasn't
01:40:28 Speaker 48: sure if the ministry was changing
01:40:31 Speaker 48: their their actual requirements around what
01:40:33 Speaker 48: Class C and Class A was.
01:40:36 Speaker 48: I was hoping they weren't. But

01:41:23 Speaker 12: stone unturned, but no changes to
01:41:26 Speaker 12: the design standards. and I agree.

01:42:07 Speaker 12: or the beds that we were
01:42:11 Speaker 12: awarded for Rockwood Terrace, the additional
01:42:15 Speaker 12: beds carried with it a similar
01:42:18 Speaker 12: condition that it had to be
01:42:19 Speaker 12: a new standalone facility that it
01:42:21 Speaker 12: couldn't be an addition. Or was
01:42:23 Speaker 12: that specific to the structure of
01:42:26 Speaker 12: Gray Gables? I have a follow
01:42:31 Speaker 12: up after. Thank you, and through
01:42:33 Speaker 12: Warden Matrosovs. So there were two
01:42:36 Speaker 12: separate proposals submitted to the Ministry
01:42:40 Speaker 12: of Long Term Care that were
01:42:41 Speaker 12: very unique to each site and
01:42:42 Speaker 12: each community: Grey Gables and Rockwood
01:42:45 Speaker 12: Terrace. That were the result of
01:42:47 Speaker 12: a number of years of discussion
01:42:49 Speaker 12: and debate, and so the Rock
01:42:54 Speaker 12: And so, the Rockwood Terrace proposal
01:42:58 Speaker 12: that was submitted to the province
01:43:02 Speaker 12: and subsequently approved was the the
01:43:03 Speaker 48: standalone build of the 128 beds,
01:43:05 Speaker 48: so 28 additional beds to the
01:43:07 Speaker 48: 100 existing in a new building.
01:43:11 Speaker 48: And so, this survey is specifically
01:43:12 Speaker 48: just looking at what are operators
01:43:16 Speaker 48: doing with the old building, and
01:43:21 Speaker 48: is there any options there that
01:43:26 Speaker 48: the Ministry of Long Term Care
01:43:29 Speaker 48: should know about in order to
01:43:32 Speaker 48: make. their plans or or fulfil
01:43:36 Speaker 48: their commitments. So my follow up.

01:43:41 Speaker 48: this lend or how we respond
01:43:45 Speaker 48: to the province? There's kind of
01:43:50 Speaker 48: a two two fold question here.

01:43:54 Speaker 48: Terrace built with provincial funding that?
01:43:57 Speaker 48: would would like schools obligate us
01:44:00 Speaker 48: to have provincial input on its
01:44:04 Speaker 48: future use. And the second question
01:44:05 Speaker 48: is: based on our first survey
01:44:07 Speaker 48: response about we're not ready because
01:44:09 Speaker 48: we're in the midst of this
01:44:12 Speaker 48: development to pursue the 62 additional
01:44:13 Speaker 48: beds at Grade Gables, would our
01:44:16 Speaker 48: response could our response help? elevate
01:44:20 Speaker 48: better funding to support the expansion
01:44:26 Speaker 48: of great or the the new
01:44:31 Speaker 48: development at Great Gables. I'm thinking
01:44:36 Speaker 48: the the funding currently available for
01:44:37 Speaker 48: that that that development was not
01:44:38 Speaker 48: as significant as Rockwood Terrace, or
01:44:41 Speaker 48: it's it's gone backward, and and
01:44:45 Speaker 48: and and I want to thank
01:44:50 Speaker 48: you also for pointing out that.
01:44:52 Speaker 48: the taxpayer in Gray County contributes
01:44:54 Speaker 48: twenty-five to thirty thousand dollars per
01:44:58 Speaker 48: bed per year, and when you
01:45:02 Speaker 48: factor that into three hundred and
01:45:04 Speaker 48: nineteen beds, that's seven and a
01:45:07 Speaker 48: half to almost ten million dollars—eight
01:45:09 Speaker 48: to ten million dollars—that that the
01:45:13 Speaker 48: taxpayer is funding to house our
01:45:17 Speaker 48: seniors, and I think it's significant.
01:45:21 Speaker 48: So to add another. hundred beds
01:45:23 Speaker 48: or twenty-eight beds or however many
01:45:28 Speaker 48: beds we could get into a
01:45:30 Speaker 48: facility and then compete with ourselves,
01:45:32 Speaker 48: I I have to echo what
01:45:35 Speaker 48: my colleagues are saying is that
01:45:39 Speaker 48: we can't go down there now.
01:45:42 Speaker 48: Thank you, and through you, Madam
01:45:45 Speaker 48: Warden. So there's a number of
01:45:47 Speaker 48: moving parts with this, as there
01:45:49 Speaker 48: often is with the Ministry of
01:45:53 Speaker 48: Long Term Care. So your first
01:45:55 Speaker 48: question around the original Roughwood Terrace
01:45:58 Speaker 48: and the beds—it is different, I
01:46:00 Speaker 48: think, than in the school system.
01:46:02 Speaker 48: But ultimately, the Ministry of Long
01:46:05 Speaker 48: Term Care awards beds to operators.
01:46:08 Speaker 48: Private operators are received licences, and
01:46:14 Speaker 48: municipal and private operators can sell
01:46:17 Speaker 48: and trade their beds. Where municipal
01:46:18 Speaker 50: operators. all of the negotiation and
01:46:21 Speaker 50: transition of beds happens with the
01:46:25 Speaker 50: Ministry of Long Term Care. So,
01:46:28 Speaker 50: if a municipality is thinking of
01:46:32 Speaker 50: adding beds or releasing beds, they
01:46:34 Speaker 50: go back to the Ministry of
01:46:36 Speaker 50: Long Term Care, who then redistributes
01:46:41 Speaker 50: them, however they they choose to
01:46:45 Speaker 50: do so. All that to say,
01:46:48 Speaker 50: we are. linked directly with the
01:46:49 Speaker 50: Ministry of Long Term Care in
01:46:54 Speaker 50: terms of how a municipality uses
01:46:56 Speaker 50: their beds and where they're where
01:46:58 Speaker 50: they are put. We would need
01:47:00 Speaker 48: to seek permission to move them
01:47:07 Speaker 48: from one community to another, and
01:47:11 Speaker 48: so forth. The second question around
01:47:14 Speaker 48: the funding: there's been about three
01:47:18 Speaker 48: to five different funding models. for
01:47:21 Speaker 51: redevelopment over the last fifteen to
01:47:25 Speaker 51: twenty years. There was a long
01:47:26 Speaker 51: period of time where there was
01:47:29 Speaker 21: no additional beds, and when we
01:47:31 Speaker 21: first entered into this proposal state,
01:47:33 Speaker 21: just before the pandemic, that that
01:47:34 Speaker 21: was the first announcement of new
01:47:36 Speaker 21: beds in a in a significantly
01:47:39 Speaker 21: long amount of time. Since then,
01:47:40 Speaker 21: there's been varying iterations. of construction
01:47:43 Speaker 21: funding support. The one that is
01:47:46 Speaker 21: currently out right now, that is
01:47:47 Speaker 21: linked with that survey and the
01:47:50 Speaker 21: Gray Gables proposal, is probably the
01:47:54 Speaker 21: most supportive funding policy of the
01:48:00 Speaker 21: iterations of construction funding. I'm looking
01:48:03 Speaker 21: to my colleague to nod to
01:48:08 Speaker 21: say that that's close. The the
01:48:11 Speaker 21: challenge with the Gray Gables proposal
01:48:13 Speaker 48: is that the the funding, the
01:48:15 Speaker 48: construction funding, and the capital funding
01:48:18 Speaker 48: is to support the new beds
01:48:20 Speaker 48: or beds that are going from
01:48:23 Speaker 48: a class C or D to
01:48:26 Speaker 48: a class A. And so, a
01:48:28 Speaker 48: portion of the Gray Gables proposal
01:48:30 Speaker 48: are already class A and therefore
01:48:32 Speaker 48: aren't eligible for the construction funding.
01:48:37 Speaker 48: So our response to either of
01:48:38 Speaker 48: those surveys will give the Ministry
01:48:40 Speaker 07: of Long Term Care information and
01:48:42 Speaker 07: context, but I'm doubtful it will
01:48:44 Speaker 07: do anything to change the construction
01:48:46 Speaker 07: policy, the funding policy. And if
01:48:48 Speaker 07: I may just clarify, I wasn't
01:48:50 Speaker 07: here 50 years ago when Lockwood
01:48:51 Speaker 07: Terrace was built, neither were any
01:48:54 Speaker 07: of us in this room. The
01:48:56 Speaker 07: question, I my final question is,
01:48:58 Speaker 07: the structure that houses the beds.
01:48:59 Speaker 07: I understand. Thank you for clarifying.

01:49:03 Speaker 07: owns or redistributes, which we fund.

01:51:29 Speaker 15: run it if we draw the
01:51:31 Speaker 54: line in the sand they may
01:51:32 Speaker 54: say well we want to reactivate
01:51:33 Speaker 54: those beds we may expropriate the
01:51:36 Speaker 54: home from you and have a
01:51:42 Speaker 54: private operator open up next door.

01:51:47 Speaker 54: able to come back potentially to
01:51:48 Speaker 54: council at some point in time

01:51:53 Speaker 54: door to us, or would we
01:51:55 Speaker 54: rather operate these beds on the
01:51:56 Speaker 54: basis of full provincial or federal
01:51:58 Speaker 54: funding in the future? And that
01:52:01 Speaker 54: was that was, I think, the
01:52:03 Speaker 54: rationale behind not leaving it quite
01:52:06 Speaker 54: as a firm firm full stop
01:52:08 Speaker 54: at that point or period at
01:52:09 Speaker 54: that point was to allow us
01:52:12 Speaker 54: to come back potentially with that
01:52:14 Speaker 54: conversation if the province does wish
01:52:17 Speaker 54: to re-activate the beds. Okay, thank

Obviously, the province is really keen on moving forward, so that you know, because that's what makes the bigger pill is on Great Gables. You're not getting funding for the current 62 beds, but there was part of that model that I think also needs to be shared. What kind of council that the current Great Gables would be converted to a long term care home with revenue that offsets the 62 beds that are being funded with no subsidy. we need that conversation at a later date.
