Lower Property Taxes
Draft 2027 City budget completed
During Richard Thomas's eight years, property taxes rose 17%. During Carol Merton's, they rose 20%. The inflation-adjusted income trend grew about 8% in each period. Owen Sound needs a new direction.
My draft 2027 budget reduces the City property-tax levy by $250,000 compared with the 2026 budget while funding practical improvements. Once elected, I will be able to examine more detailed City records, find more savings and lower the budget even further while maintaining services. It begins with periodic zero-based budget reviews: start with the service residents need, then ask what work is necessary, what can be simplified and what gives better value.
The review covers City spending, debt, staffing, management and service delivery. It removes obsolete and duplicated work, improves City processes and software, protects useful front-line services and directs savings to services residents value.
Inflation, interest rates, construction costs and population change are real pressures. I will address them through transparent budgets, modern software and community involvement, with a budget that reflects what residents can afford. Under the strong-mayor system, I will be responsible for the City budget and City operations. I am prepared to take that responsibility and carry the plan through.
