Praying that our councillors learn to forgive, love, be kind and accept one another, allowing all voices to be heard. May they learn to let go of personal ambitions and surrender themselves to the infinite source within in it’s effort of being servants for the people of our city.
On October 6, 2025, Owen Sound Councillor Jon Farmer lodged a complaint against Councillor Koepke, alleging years of bullying, physical strikes, and incivility. The investigation concluded that while Koepke admitted to smirking and eye-rolling, these actions constituted only a single breach of the Code of Conduct at a park renaming meeting, rather than a sustained bullying pattern. Councillor Koepke denied bullying Farmer but acknowledged frustrations with his tendency to monopolize discussions, while Farmer cited grievances over seating, dress codes involving jeans and sandals, and meeting procedures. The Integrity Commissioner found no egregious breach warranting monetary penalties despite the physical interaction regarding crossed legs. Consequently, Koepke has completed mandatory Equity, Diversity, and Sensitivity training and reported behaving respectfully. The Commission recommended separating the two councillors at Council meetings and implementing an education session for the entire Council to restore public confidence, rather than imposing fines.
this report and associated “sensitivity training” cost the city $17,000. Deputy Mayor Scott Greig said we’ve spent enough. Councillors Koepke and Farmer agreed not to run for re-election, to avoid further “training” costs.
