Owen Sound’s Current Organization, Made Easier to See

Residents have been asking me how Owen Sound’s city structure actually works. Many are surprised by who reports to whom, how the organization is divided, and what different positions are paid.

People should not have to read through a document of more than 500 pages just to understand one part of their city government.

I put together a public explanation of the current organization, along with a chart showing City departments, reporting relationships, Police Services Board structures, and published salary information.

One example of why this work matters is Corporate Services. The public records include two separate Director of Corporate Services entries, with different names and salary amounts. That may reflect different responsibilities, a title change, or an acting or transitional arrangement. The records available publicly do not explain the difference clearly.

The police chart has similar gaps. It names groups such as Auxiliary Officers, Part-Time Officers, and the Mental Health Crisis Response Team, but does not show enough detail to tell residents how those groups are staffed or where each one reports.

The explanation page identifies these gaps and describes what information the City would need to publish to complete the picture.
